A CONCURRENT RESOLUTION TO EXPRESS THE APPRECIATION OF THE GENERAL ASSEMBLY OF
THE STATE OF SOUTH CAROLINA TO DR. LEO RICHARDSON, DIRECTOR OF INDIVIDUAL AND
PROVIDER RIGHTS FOR THE DEPARTMENT OF SOCIAL SERVICES, FOR HIS MANY YEARS OF
SERVICE TO THE STATE AND TO WISH HIM WELL UPON HIS RETIREMENT.

A CONCURRENT RESOLUTION
TO EXPRESS THE APPRECIATION OF THE GENERAL
ASSEMBLY OF THE STATE OF SOUTH CAROLINA TO DR.
LEO RICHARDSON, DIRECTOR OF INDIVIDUAL AND
PROVIDER RIGHTS FOR THE DEPARTMENT OF SOCIAL
SERVICES, FOR HIS MANY YEARS OF SERVICE TO THE
STATE AND TO WISH HIM WELL UPON HIS RETIREMENT.
Whereas, Dr. Leo Richardson is retiring from the South Carolina
Department of Social Services; and
Whereas, Dr. Richardson has been employed at the department since
1984, first as Assistant to the Commissioner and Deputy
Commissioner for Planning, Management and Research and currently
as the Director of Individual and Provider Rights and the Institute on
Poverty and Deprivation; and
Whereas, he worked at the State University of New York (SUNY) in
Buffalo from 1972 until 1984 where he taught in the School of Health
Education and served as head basketball coach for five years; and
Whereas, Dr. Richardson's career began in Wagener, South Carolina,
when he accepted his first teaching and coaching position at A. L.
Corbett High School and where he taught high school for a four-year
period, which was interrupted by a tour of duty in the United States
Army; and
Whereas, his career in higher education began in 1961 when he
became Director of Athletics, Chairman of the Department of Health
and Physical Education, and head football and basketball coach at
Morris College; and
Whereas, in 1964 Dr. Richardson later served as the head basketball
coach and head football coach and held a faculty position as an
assistant professor of biology at Savannah State College before he
accepted a graduate fellowship in ecology at Indiana University in
Bloomington, Indiana; and
Whereas, he is married to Mary Jane Richardson, a diagnostics
teacher with Richland School District One in Columbia, South
Carolina, and they have three children, Sandra, Alfred, and Beverly;
and
Whereas, Dr. Richardson has always found time to serve his
community in a number of different areas, including president of St.
Mark's Wood Neighborhood Association; a member of the City of
Columbia Commercial Revolving Loan Fund Review Board and a
member of the City of Columbia Strategic Planning Building on
Strength Group; a member of the Columbia Rotary Club; the Morris
College Board of Trustees, Sumter, South Carolina; the chairman of
the Education Committee, Board of Directors, Cities in Schools,
Columbia, South Carolina; the United Methodist Church District
Board of Trustees; and President of the Morris College National
Alumni Association; and
Whereas, Dr. Richardson is retiring from his many years of state
service. Now, therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the General Assembly of the State of South Carolina does
hereby express its appreciation to Dr. Leo Richardson, Director of
Individual and Provider Rights for the Department of Social Services,
for his many years of service to the State and to wish him well upon
his retirement.
Be it further resolved that a copy of this resolution be forwarded to
Dr. Leo Richardson.
