BORIS SARAPULTSEV, LYUDMILA TSEPKINA, VLADIMIR USACHEV, AND YELENA YEMELYANOVA
OF CHELYABINSK, RUSSIA ON THE OCCASION OF THEIR VISIT TO COLUMBIA, SOUTH
CAROLINA AND THE SOUTH CAROLINA GENERAL ASSEMBLY, AND TO WISH THEM SUCCESS

PAVEL RUBTSOV, BORIS SARAPULTSEV, LYUDMILA
TSEPKINA, VLADIMIR USACHEV, AND YELENA
YEMELYANOVA OF CHELYABINSK, RUSSIA ON THE
OCCASION OF THEIR VISIT TO COLUMBIA, SOUTH
CAROLINA AND THE SOUTH CAROLINA GENERAL
ASSEMBLY, AND TO WISH THEM SUCCESS WHILE THEY
ARE HERE TO EXCHANGE INFORMATION ON
ENVIRONMENTAL PROTECTION.
Whereas, Nataliya Bessarabova, Alexander Evgenov, Valeriy
Medvedev, Sergey Nikitin, Yuriy Paranichev, Pavel Rubtsov, Boris
Sarapultsev, Lyudmila Tsepkina, Vladimir Usachev, and Yelena
Yemelyanova of Chelyabinsk, Russia, the capitol of Chelyabinsk
region and sister city of our capitol Columbia, South Carolina, are
visiting the South Carolina General Assembly this day, April 29,
1997; and
Whereas, the University of South Carolina's Institute of Public
Affairs, through a grant awarded to the Institute by the United States
Information Agency, has arranged a two-week program on
environmental management and protection for our Chelyabinsk
visitors to meet and exchange information with South Carolina's
government officials, public interest groups, private industry, and
educators; and
Whereas, our Chelyabinsk visitors include environmentalists,
university educators, chief engineers, officials from the Chelyabinsk
regional level and municipal levels, lawyers, geologists, biologists,
and chemists whose primary interest is in the protection of natural
resources and waste disposal; and
Whereas, the purpose of the visit is to better understand how
environmental decisions are made, how environmental policy is set,
and how environmental concerns are managed in the United States;
and
Whereas, the city of Chelyabinsk is the capital of Chelyabinsk Oblast
and the eighth largest city in Russia, located in the southern Ural
Mountains where there are numerous cities and towns which are rich
in natural resources; and
Whereas, it is important to the visitors of Chelyabinsk to preserve the
natural resources in the Chelyabinsk region, and it is important for
the people of South Carolina to share their knowledge in
environmental protection and management; and
Whereas, we are pleased to have this opportunity to meet with and
recognize our visitors and Chelyabinsk, Russia. Now, therefore,
Be it resolved by the Senate:
That the Senate of the State of South Carolina, by this resolution,
recognizes and honors Nataliya Bessarabova, Alexander Evgenov,
Valeriy Medvedev, Sergey Nikitin, Yuriy Paranichev, Pavel Rubtsov,
Boris Sarapultsev, Lyudmila Tsepkina, Vladimir Usachev, and
Yelena Yemelyanova for their willingness to travel such distances in
order to exchange knowledge and expertise on environmental
protection and management issues with representatives of South
Carolina.
Be it further resolved that a copy of this resolution be forwarded to
our visitors of Chelyabinsk, Russia and the University of South
Carolina's Institute of Public Affairs.
