A Joint Resolution proposing an amendment to Article X of the Constitution of
South Carolina, 1895, relating to finance and taxation, so as to add Section
23, to provide that the General Assembly shall not increase above 1979
tax-year level the taxation of the state's taxpayers by any greater amount
than the percentage amount that the state's total personal income has
increased above the 1979 level of total personal income, except in time of
emergency.
