 A House Resolution to set by Special Order for consideration at 11:00 A. M.,
 Wednesday, April 9, 1980, H. 3549, relating to a proposed amendment to the
 State Constitution to provide that increases in expenditures of state funds in
 any one fiscal year shall not exceed expenditures of the prior year by a
 greater percentage than the average rate of annual growth in state personal
 income.
