THE COMMITTEE ON WAYS AND MEANS
To whom was referred a Bill (H. 4336), to amend the Code of Laws
of South Carolina, 1976, by adding Section 8-11-170 so as to require the
Division of Human Resource Management of the State Budget and
Control Board, etc., respectfully
REPORT:
That they have duly and carefully considered the same, and
recommend that the same do pass:

STATEMENT OF ESTIMATED FISCAL
IMPACT
1. Estimated Cost to State-First Year $7,000
2. Estimated Cost to State-Annually
Thereafter $6,000
H. 4336 would require the Division of Human Resource
Management to solicit, compile and annually distribute to state agencies
and the General Assembly the initiative, activities, achievements, and
results of the Total Quality Management Plan. The first report must be
distributed by June 30, 1993.
The Division would develop and conduct a survey which would
identify and document the above stated objectives of Total Quality
Management in South Carolina. This endeavor would be accomplished
by employees which are revenue funded. While performing this
function their revenue generating ability would be lost. The Division
estimates that it would cost approximately $7,000 to perform this
directive the first year. This amount is based on approximately 345
hours (46 days) at a cost of $20.53 per hour. Following years would
take approximately 292 hours (39 days) at an average cost of $6,000.

A BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976,
BY ADDING SECTION 8-11-170 SO AS TO REQUIRE THE
DIVISION OF HUMAN RESOURCE MANAGEMENT OF THE
STATE BUDGET AND CONTROL BOARD, TO SOLICIT,
COMPILE, AND ANNUALLY DISTRIBUTE TO STATE AGENCIES
AND THE GENERAL ASSEMBLY THE INITIATIVE, ACTIVITIES,
ACHIEVEMENTS, AND RESULTS OF THE TOTAL QUALITY
MANAGEMENT PLAN.
Whereas, Total Quality Management (TQM) is a strategic, integrated
management system for achieving customer satisfaction involving all
managers and employees and using quantitative methods to improve
continuously an organization's processes; and
Whereas, Total Quality Management requires a long-term commitment
to change organizational cultures in order to improve the quality,
timeliness, effectiveness, and responsiveness of services to the public;
and
Whereas, the purpose of TQM is to encourage and recognize the positive
application of the philosophy, principles, and techniques of Total
Quality Management and their application to the governmental
environment; and
Whereas, to recognize that state government has a responsibility to
provide quality services to meet and exceed taxpayer needs and
expectations while providing the greatest value possible for tax dollars
spent, state government must acknowledge that Total Quality
Management applies to the public sector and must respond by
re-examining itself, its roles, and its purposes; and
Whereas, state government can provide leadership and increase
awareness in the quality management field by sharing its quality
initiative success stories, as well as providing networking opportunities
for the exchange of resources, methods, and information. Now,
therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 11, Title 8 of the 1976 Code is
amended by adding:
"Section 8-11-170. The State Budget and Control Board
Division of Human Resource Management shall solicit and annually
compile a report of the initiatives, activities, achievements, and results
of the application of Total Quality Management in participating
agencies. The first report must be distributed to the agencies of state
government and the General Assembly no later than June 30,
1993."
SECTION 2. This act takes effect upon approval by the Governor.
