To whom was referred a Joint Resolution (H. 3060), to direct the
Joint Legislative Committee on Children to establish a task force, etc.,
respectfully
REPORT:
That they have duly and carefully considered the same, and
recommend that the same do pass:

A JOINT RESOLUTION
TO DIRECT THE JOINT LEGISLATIVE COMMITTEE ON
CHILDREN TO ESTABLISH A TASK FORCE TO STUDY
JUVENILE CRIME AND TO REPORT TO THE GENERAL
ASSEMBLY AND THE GOVERNOR.
Whereas, the increase in violence in our country and especially among
our youth is alarming; and
Whereas, in South Carolina there has been a sixty-four percent
increase in violent and serious crimes committed by juveniles in the
last five years; and
Whereas, the growth of crime and violence among juveniles indicates
that these are troubled times for many of our youth and causes grave
concern for the future; and
Whereas, in order to build a more hopeful and promising future for
these young people and to promote the good of all, it is necessary to
address this problem now. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The Joint Legislative Committee on Children shall
establish a task force to study juvenile crime with special attention to
violent and serious offenses. The task force must be comprised of
those public and private agencies and organizations with knowledge
of and expertise on this issue. The task force shall study and make
recommendations in a report to the General Assembly and the
Governor for the prevention of juvenile crime and for the treatment
and rehabilitation of juvenile offenders. The task force also shall
address and include in its report program needs and funding resources
and means to carry out the task force recommendations.
The task force shall make its final report within eighteen months of
this joint resolution's effective date and upon reporting the task force
is abolished.
SECTION 2. This joint resolution takes effect upon approval by
the Governor.
