 A Bill to amend Chapter 9, Title 23, Code of Laws of South Carolina, 1976, by
 designating existing provisions of the Chapter as "Article 1" and by adding a
 new Article 2 so as to create the State Arson Control Program under the Office
 of the State Fire Marshal, to provide the duties and responsibilities of the
 Program, to provide a tax on the premium receipts of the fire insurance
 companies doing business in this State to defray the expenses of the Program,
 and to grant the investigators of the Program certain powers in the
 performance of their duties .
