AN ACT TO AUTHORIZE THE AIKEN COUNTY BOARD OF EDUCATION TO LEVY AN ADDITIONAL FIVE MILLS FOR FISCAL YEAR 1982-83 ONLY WHICH SHALL BE USED EXCLUSIVELY FOR THE OPERATIONS OF THE SCHOOL DISTRICT; TO AUTHORIZE THE BOARD OF EDUCATION TO CHARGE MATRICULATION AND OTHER INCIDENTAL FEES; AND TO PROVIDE FOR AN ADVISORY REFERENDUM IN AIKEN COUNTY TO DETERMINE IF THE ELECTORS FAVOR THE GENERAL ASSEMBLY RETAINING THE TAXING AUTHORITY OVER THE AIKEN COUNTY SCHOOL BOARD'S OPERATIONAL MILLAGE RATE.
Be it enacted by the General Assembly of the State of South Carolina:
Additional levy authorized
Section 1. In addition to the levy authorized by Act 216 of 1981, the Aiken County Board of Education is hereby authorized to levy five mills for fiscal year 1982-83 only which shall be used exclusively for the operations of the school district of Aiken County.
Board authorized to charge fees
Section 2. The Board of Education of Aiken County is authorized to charge matriculation and other incidental fees pursuant to the provisions of item (8) of Section 59-19-90 of the 1976 Code.
Advisory referendum
Section 3. A referendum shall be held at the same time as the general election of 1982 to determine whether or not the registered electors of Aiken County wish the General Assembly to retain the taxing authority over the Aiken County School Board's operational millage rate. The Commissioners of Election for Aiken County shall conduct the referendum. Ballots shall be furnished at the various precincts throughout the county with the following question printed thereon:
"Shall the General Assembly retain the taxing authority over the Aiken County School Board's operational millage rate?
Yes __
No __
Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes' and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
Time effective
Section 4. This act shall take effect upon the approval by the Governor.
