AN ACT TO VALIDATE THE ESTABLISHMENT OF CERTAIN SPECIAL PURPOSE DISTRICTS AND TO PERMIT SUCH A SPECIAL PURPOSE DISTRICT TO EXERCISE THOSE POWERS GRANTED TO IT BY THE PROVISIONS OF LAW CREATING THE DISTRICT AND TO EXERCISE THOSE POWERS GRANTED TO SPECIAL PURPOSE DISTRICTS BY GENERAL LAW.
Be it enacted by the General Assembly of the State of South Carolina:
Definition
Section 1. For the purposes of this act, the term "Special Purpose District" shall mean any district created by act of the General Assembly prior to March 7, 1973 and to which has been committed prior to March 7, 1973 any local governmental power or function.
Special purpose districts validated
Section 2. The creation and establishment of special purpose districts which were conditioned upon a favorable election result of those persons otherwise qualified and owning taxable property within the area of the special purpose district is hereby validated, ratified and confirmed notwithstanding the limitation of participation in such election to those persons otherwise qualified and owning taxable property.
Powers
Section 3. Such special purpose districts may exercise any and all powers, duties and responsibilities granted to such special purpose districts in any act or acts of the General Assembly relating to the creation and establishment of the particular special purpose district and may exercise any and all powers granted to special purpose districts by general law heretofore or hereafter enacted.
Time effective
Section 4. This act shall take effect upon approval by the Governor.
