AN ACT TO AMEND ACT 140 OF 1969, RELATING TO THE SCHOOL DISTRICTS AND COUNTY LIBRARY IN RICHLAND COUNTY BY ADDING SECTION 4A, SO AS TO PROHIBIT THE RICHLAND COUNTY COUNCIL FROM REMOVING SCHOOL DISTRICT TRUSTEES OF SCHOOL DISTRICTS SITUATED IN WHOLE OR IN PART IN RICHLAND COUNTY AND TO PROHIBIT COUNCIL FROM EXERCISING ANY AUTHORITY OVER PERSONNEL POLICY OF SCHOOL DISTRICTS SITUATED IN WHOLE OR IN PART IN RICHLAND COUNTY,

Be it enacted by the General Assembly of the State of South Carolina:

County council may not remove school district trustees SECTION 1. Act 140 of 1969 is amended by adding:

"Section 4A. Notwithstanding any other provision of law, Richland County Council may not remove Richland County school district trustees of school districts situated in whole or in part in Richland County. Notwithstanding any other provision of law, Richland County Council has no authority over the personnel policies of the school districts situated in whole or in part in Richland County. As used in this section personnel policies include, but are not limited to, matters relating to hiring and dismissal of employees."

Time effective

SECTION 2. This act shall take effect upon approval by the Governor.
