Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal Father, we turn from the tyranny of many demands all around and the pressure of many duties to You Who are the Source of all strength and power. Take our fallible judgments and our limited visions and transform them to Your will. Make us equal to the times in which we live and labor that we may face with clear consciences the scrutiny of our contemporaries and the judgment of posterity. Keep our grasp strong on Your strong right hand that heavy responsibilities may be lightened and the difficult become surmountable.

We pray to a God Whose goodness never changes and Whose presence is ever with us. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

Schwartz: A BILL TO AMEND SECTION 57-3-20, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE GOVERNMENT OF THE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION, SO AS TO CHANGE THE NAME OF THE CHIEF COMMISSIONER OF THE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION TO THE EXECUTIVE DIRECTOR OF THE DEPARTMENT O HIGHWAYS AND PUBLIC TRANSPORTATION.

H. 3428 -- Rep. Limehouse: A BILL TO ABOLISH THE OFFICE OF DORCHESTER COUNTY SUPERINTENDENT OF EDUCATION AND DEVOLVE THE DUTIES OF THIS OFFICE UPON THE DORCHESTER COUNTY BOARD OF EDUCATION.
