A JOINT RESOLUTION TO PROVIDE FOR AN ADVISORY REFERENDUM TO BE HELD FOR THE REGISTERED ELECTORS OF LANCASTER COUNTY RESIDING WITHIN THE GEOGRAPHICAL AREA COMPRISING THE LANCASTER COUNTY SCHOOL DISTRICT ON QUESTIONS CONCERNING THE COMPOSITION OF THE SCHOOL BOARD ORGANIZATION OF THE LANCASTER COUNTY SCHOOL DISTRICT AND THE CHIEF ADMINISTRATIVE OFFICER OF THE LANCASTER COUNTY DISTRICT BOARD OF TRUSTEES, AND TO PROVIDE FOR RELATED MATTERS REGARDING THE REFERENDUM.

Be it enacted by the General Assembly of the State of South Carolina:

Referendum

SECTION 1. The governing board of the Lancaster County School District shall schedule a referendum to be held not later than December 8, 1987, within the Lancaster County School District on the questions contained in Section 2, and the Lancaster County Commissioners of Election shall conduct the referendum.

Ballots

SECTION 2. Ballots must be prepared by the Lancaster County Commissioners of Election and distributed to the voting precincts in the school district with the following questions printed thereon:

"I. Shall the governing school board organization of the Lancaster County School District be changed from an organization consisting of four advisory area boards of trustees and a county board of education to a single district board of trustees composed of nine members elected from single-member election districts of approximately equal numbers of people with each member of the Lancaster County District Board of Trustees being elected by the

voters of the member's resident election district?

II. Shall the chief administrative officer of the Lancaster County District Board of Trustees, namely, the Lancaster County Superintendent of Education, be (a) elected by the voters of the school district, or (b) hired by the Lancaster County District Board of Trustees in the manner as provided by law?

Electors

SECTION 3. Only the registered electors of Lancaster County who reside within the geographical area comprising the Lancaster County School District may vote in the referendum provided for in this act.

Certification of results

SECTION 4. The Lancaster County Commissioners of Election shall certify the results of the referendum provided for in this act to the Lancaster County Legislative Delegation. The referendum is advisory only and the results thereof are not binding upon anyone. No election for trustees may be held, nor any other action taken, with respect to the matters set forth in the questions in Section 2 until further appropriate legislation is enacted by the General Assembly providing for those matters.

Referendum

SECTION 5. All applicable provisions of Title 7 of the 1976 Code must be followed with respect to holding the referendum provided for in this act.

Time effective

SECTION 6. This act takes effect upon approval by the Governor.
