The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Our Father in heaven, yet in the hearts of Your children, may Your Kingdom come and Your will be done in us. Without Your presence and strength, all our efforts are in vain. But with You we are made sufficient for our tasks, given enough knowledge to make wise decisions. Undergird us, then, in the sure consciousness of Your nearness that we may face with confidence what this day has in store. May our faith in You, O Lord, be in such plentiful measure as to rid us from tension and to tear us apart from worries that would wear us out.

We make our prayer in praise and thanksgiving to a good and gracious God. Amen.

CONCURRENT RESOLUTION

The Senate sent to the House the following:

S. 879 -- Senator Lourie: A CONCURRENT RESOLUTION TO RECOGNIZE THE MANY VARIED ACHIEVEMENTS OF THE MULTI-TALENTED ALEX ENGLISH, A NATIVE OF COLUMBIA, A BASKETBALL STANDOUT AT DREHER HIGH SCHOOL AND THE UNIVERSITY OF SOUTH CAROLINA, AN ALL STAR FORWARD FOR THE DENVER NUGGET NBA TEAM, ACCOMPLISHED POET AND PROMISING ACTOR, AND TO COMMEND HIM FOR HIS CHARITABLE ACTIVITIES WHICH EVIDENCE HIS LOVE AND CONCERN FOR HIS FELLOWMAN.

S. 880 -- Senators Lourie, Patterson, Mitchell, Matthews and Fielding: A CONCURRENT RESOLUTION TO COMMEND LARRY FRANCIS LEBBY OF COLUMBIA, A NATIVE OF LEXINGTON COUNTY, FOR HIS GIFTED ARTISTRY WHICH HAS CAPTIVATED LOCAL, NATIONAL, AND INTERNATIONAL CRITICS FOR THE BEAUTY HE HAS CREATED AND FOR THE RECOGNITION HE HAS ACHIEVED THROUGH HIS SUPERB TALENT.

S. 881 -- Senator Powell: A CONCURRENT RESOLUTION EXPRESSING THE SORROW OF THE GENERAL ASSEMBLY AT THE RECENT DEATH OF MR. MATT LOCKE OF HONEA PATH AND EXTENDING SYMPATHY TO HIS FAMILY AND FRIENDS.

The Concurrent Resolution was agreed to and ordered returned to the Senate with concurrence.

CONCURRENT RESOLUTION

The following was introduced:

H. 3262 -- Rep. Rudnick: A CONCURRENT RESOLUTION EXPRESSING THE SORROW OF THE GENERAL ASSEMBLY AT THE DEATH OF VIRGINIA R. ERGLE, REGISTER OF MESNE CONVEYANCE OF AIKEN COUNTY, AND EXTENDING DEEPEST SYMPATHY TO HER FAMILY.

CONCURRENT RESOLUTION

The following was introduced:

H. 3264 -- Rep. Klapman: A CONCURRENT RESOLUTION TO CONGRATULATE MIKE DERRICK FOR HIS MANY ACCOMPLISHMENTS IN FOOTBALL, BASEBALL, BASKETBALL, AND TRACK UPON HIS INDUCTION INTO THE BROOKLAND-CAYCE HIGH SCHOOL ATHLETIC HALL OF FAME.

The Concurrent Resolution was agreed to and ordered sent to the Senate.

The following was introduced:

H. 3265 -- Rep. Klapman: A CONCURRENT RESOLUTION TO CONGRATULATE JOHN LINK CAGLE FOR HIS MANY ACCOMPLISHMENTS IN FOOTBALL AND TRACK UPON HIS INDUCTION INTO THE BROOKLAND-CAYCE HIGH SCHOOL ATHLETIC HALL OF FAME.

H. 3266 -- Rep. Klapman: A CONCURRENT RESOLUTION TO CONGRATULATE DOOLEY WOMACK FOR HIS MANY ACCOMPLISHMENTS IN BASEBALL UPON HIS INDUCTION INTO THE BROOKLAND-CAYCE HIGH SCHOOL ATHLETIC HALL OF FAME.

The following was introduced:

H. 3267 -- Rep. Klapman: A CONCURRENT RESOLUTION TO CONGRATULATE PRITCHARD RAY, JR., FOR HIS MANY ACCOMPLISHMENTS IN CROSS-COUNTRY UPON HIS INDUCTION INTO THE BROOKLAND-CAYCE HIGH SCHOOL ATHLETIC HALL OF FAME.

The Concurrent Resolution was agreed to and ordered sent to the Senate.

ORDERED ENROLLED FOR RATIFICATION

The following Bills were read the third time, passed and, having received three readings in both Houses, it was ordered that the title of each be changed to that of an Act, and that they be enrolled for ratification.

S. 835 -- Senator Long: A BILL TO AMEND SECTION 7-7-320, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO HORRY COUNTY VOTING PRECINCTS, SO AS TO REVISE THE PRECINCTS TO INCLUDE GARDEN CITY 4.

S. 870 -- Senator Land: A BILL TO AUTHORIZE THE BOARD OF TRUSTEES OF SCHOOL DISTRICT NO. 1 OF CLARENDON COUNTY TO ISSUE GENERAL OBLIGATION BONDS OF THE DISTRICT IN AN AMOUNT NOT EXCEEDING TWO HUNDRED THOUSAND DOLLARS FOR CERTAIN PURPOSES; TO PRESCRIBE THE CONDITIONS UNDER WHICH THE BONDS MAY BE ISSUED AND THE PURPOSES FOR WHICH THE PROCEEDS MAY BE EXPENDED; AND TO MAKE PROVISION FOR THE PAYMENT OF THE BONDS.

ADJOURNMENT
