The House assembled at 12:00 Noon.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
O God, our Father, help us to conduct ourselves as to stand unashamed before Your judgment. Give us effective voices, not mere echoes, to do Your will and not merely our own, and even worse to do neither. Forbid that we should fake credit for success. Help us to see that it is better to fail in a cause that will ultimately succeed than to succeed in a cause that will ultimately fail. Keep us aware of a mandate higher than that of the ballot box which is the mandate from God to legislate well and wisely. So may we strive for Your Divine approval which brings lasting happiness rather than the approval of men which is but for a little while.
In the good Name of our Lord and Master we pray.
Amen.
