Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal God, grant us the continual knowledge of Your presence to guide and direct us when we hear and heed Your Word. Give to us the assurance that You are always near, that Your help is sufficient for our every need and that Your living presence will enable us to meet our responsibilities with patience, manage our circumstances with confidence, and master our temptations with strength. Grant us the certain faith that makes us able to say with the Psalmist: "God is our Refuge and Strength.... Therefore will we not fear though the earth be moved, and though the mountains be carried into the midst of the sea" (Psalms 46:1,2).

In the Name of the Lord Jesus we pray. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

The following Bill was taken up, read the third time, and ordered sent to the Senate.

Koon: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 20 TO CHAPTER 53, TITLE 59, SO AS TO CREATE THE MIDLANDS TECHNICAL COLLEGE COMMISSION, DEFINE THE FUNCTIONS, POWERS, AND DUTIES OF THE COMMISSION, AND PROVIDE FOR THE TRANSFER OF ASSETS AND LIABILITIES AND THE CONTINUED OPERATION OF MIDLANDS TECHNICAL COLLEGE AND TO REPEAL ARTICLE 19, CHAPTER 53, TITLE 59, RELATING TO THE RICHLAND-LEXINGTON COUNTIES COMMISSION FOR TECHNICAL EDUCATION.
