The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O God Eternal, Who has made us and designed us for companionship with You and Who has invited us to walk with You and thus not to be afraid, forgive us from unworthy thoughts and hidden wrongs that would cause us to try to hide from You. Save us, we pray, from low ambitions which belong to our human frailty and from pride that makes us believe that we are sufficient of ourselves. So keep our ears open to Your Word and our minds stayed of Your will, giving to us the confident assurance of the Psalmist: "The Lord is nigh unto all them that call upon Him, to all that call upon Him in truth" (Psalm 145:18).

We pray in the Name of Jesus. Amen.
