H. 4302 -- Reps. Corning and Waites: A CONCURRENT RESOLUTION EXPRESSING THE SUPPORT OF THE MEMBERS OF THE GENERAL ASSEMBLY FOR THE CHILDREN'S TRUST FUND MARCH AND RALLY ON SATURDAY, JANUARY 13, 1990.
Whereas, the members of the General Assembly note that the Children's Trust Fund, generously supported by the Pepsi Cola Company, is sponsoring a statewide march and rally in Columbia on Saturday, January 13, 1990, to make people aware of the problems facing children and to give people a way to show their concern; and
Whereas, beginning January 7, 1990, the Children's Trust Fund and the Pepsi Cola Company are sponsoring a children's art project in which selected works are displayed in the lower lobby of the State House; and
Whereas, on Saturday, January 13, there will be a march from the State House to the State Museum beginning at 1:00 p.m., culminating in a special ceremony at the museum during which march participants will be invited to put their written wishes for tomorrow's children in a hope chest that will be opened in the year 2000 and which will include free admission to the State Museum to registered marchers; and
Whereas, the members of the General Assembly wish to commend and congratulate the staff of the Children's Trust Fund and the Pepsi Cola Company for their hard work and generous support for this worthy project and urge all South Carolinians who are concerned for the welfare of our precious children to participate in the march and rally on Saturday, January 13, 1990, so that they may show their support and concern for the special needs of the approximately two hundred thousand children in South Carolina who live below the poverty level, and the thousands more who are abused, or troubled, or unhealthy. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly express their support for the Children's Trust Fund March and Rally on Saturday, January 13, 1990.
Be it further resolved that a copy of this resolution be forwarded to the Children's Trust Fund of South Carolina.

FREE CONFERENCE POWERS GRANTED

Senator FIELDING made a Parliamentary Inquiry as to whether a motion to consider the Report of the Committee of Conference was proper.
The PRESIDENT stated that the Senate was in the Motion Period and the motion to grant Free Conference Powers would be in order.
Senator McCONNELL raised a Point of Order that the motion to grant Free Conference Powers was out of order inasmuch as the motion had been made on June 20, 1989, and defeated, and that a motion to reconsider the vote whereby the motion for Free Conference Powers failed would be necessary to vote on the granting of Free Conference Powers. Senator McCONNELL further stated that the motion to reconsider must be made within two legislative statewide days and would, therefore, be out of order.
Senators LAND, BRYAN, and LINDSAY spoke on the Point of Order.
Senator McCONNELL spoke further on the Point of Order and cited Jefferson's, p. 254, Sect. 551, which provides that if agreement cannot be reached, as evidenced by the Senate's rejection of Free Conference Powers, then the motion would be out of order as no Committee of Conference was active.
Senators BRYAN, MULLINAX, and LINDSAY spoke on the Point of Order.
The PRESIDENT overruled the Point of Order raised by Senator McCONNELL.
Senators MITCHELL, McCONNELL, and GIESE argued contra to the motion requesting Free Conference Powers.

Senator McCONNELL raised a Point of Order that the Report of the Committee of Free Conference was out of order inasmuch as the conferees had not been appointed to the Committee of Free Conference.
The PRESIDENT appointed Senators LAND, BRYAN and STILWELL of the Committee of Free Conference on the part of the Senate, and a message was sent to the House accordingly.
Senator LAND moved that the Report of the Committee of Free Conference be adopted.
Senator McCONNELL raised a Point of Order that the motion to adopt the Report of the Committee of Free Conference was out of order inasmuch as the conferees had not met.
The PRESIDENT overruled the Point of Order.
Senator McCONNELL raised a Point of Order that under Rule 38, the Report of the Committee of Free Conference had not been on the desk at least one day prior to consideration.
The PRESIDENT sustained the Point of Order.
