Amend the Bill, as and if amended, by striking Section 2 and inserting:
/SECTION 2. Notwithstanding the provisions of Section 12-45-180 of the 1976 Code, in those counties which observed January 15, 1990, as a holiday, no penalty may be assessed for ad valorem taxes due for the 1989 taxable year paid before January 30, 1990. There must be refunded no later than March 1, 1990, to taxpayers any penalties assessed on ad valorem taxes for the 1989 tax year paid before January 30, 1990./
