TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-7-74 SO AS TO PROVIDE THAT A JOINT RESOLUTION INTRODUCED IN THE GENERAL ASSEMBLY TO APPROVE REGULATIONS MUST HAVE A FISCAL IMPACT STATEMENT IF THE REGULATIONS IMPOSE OR AUTHORIZE THE IMPOSITION OF FEES BY THE PROMULGATING AGENCY.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 2-7-74. A joint resolution introduced in the General Assembly to approve regulations must have a statement of estimated fiscal impact if the regulations impose or authorize the imposition of fees by the promulgating agency. The principal sponsor of the joint resolution is responsible for attaching this statement to the resolution at the time it is introduced. Committee revisions of this statement may be made in the same manner that other fiscal impact statements are revised as provided in Section 2-7-72. Statements of estimated fiscal impact for purposes of this section have the same meaning as provided in Section 2-7-71."
SECTION 2. This act takes effect upon approval by the Governor.
