TO AMEND ACT 171 OF 1991, THE GENERAL APPROPRIATIONS ACT FOR 1991-92, SO AS TO AUTHORIZE CERTAIN REALLOCATIONS FOR A PORTION OF EDUCATION IMPROVEMENT ACT FUNDS ORIGINALLY APPROPRIATED TO THE CAMPUS INCENTIVE PROGRAM.
Amend Title To Conform
Whereas, on February 10, 1992, the Board of Economic Advisors further reduced the revenue forecast for fiscal year 1991-92 and estimated a shortfall of $203 million from the appropriation act base; and
Whereas, the General Assembly through adoption of S. 1296 and the Budget and Control Board through actions on February 13, 1992, further reduced the level of expenditure by state agencies by imposing an additional one percent set aside of agency appropriations when a three percent reduction had been previously ordered; and
Whereas, the General Assembly recognizes that these reductions in funding during the fiscal year will severely impact upon the school district's ability to fund their education programs and to maintain the existing teacher salary schedule; and
Whereas, the General Assembly recognizes the extraordinary and austere fiscal condition under which the school districts have been operating this year; and
Whereas, the General Assembly also recognizes that the state's economy is still suffering from the national recession and revenue projection for the fiscal year may still be suspect; and
Whereas, approximately six million dollars of Education Improvement Act funds originally appropriated for the Campus Incentive Program in the 1991-92 General Appropriations Act for school restructuring and monetary rewards for nonteaching faculty have not been allocated to date. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Paragraph 28.143 of Part I, Section 28 of Act 171 of 1991, is amended by adding at the end:
"Should the guidelines for the Campus Incentive Model not be established by January 1, 1992, the department shall allocate eighty percent of the funds appropriated for the Campus Incentive Model for fiscal year 1991-92, excluding the portion used in the calculation for maintaining the southeastern average teachers salary, to the districts in the same proportion as they receive funds under the Education Finance Act. The districts must use their funds for purposes consistent with the EIA programs. The department shall hold the remaining balance of funds for fiscal year 1991-92 for the Campus Incentive Model until otherwise directed by the General Assembly. No local match is required on these funds."
SECTION 2. This act takes effect upon approval by the Governor.
