TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-7-76 SO AS TO REQUIRE BILLS OR RESOLUTIONS AFFECTING STATE AID TO POLITICAL SUBDIVISIONS WHEN REPORTED FROM A COMMITTEE OF THE HOUSE OF REPRESENTATIVES OR SENATE TO HAVE AN IMPACT STATEMENT ATTACHED PREPARED BY THE STATE BUDGET DIVISION DETAILING THE IMPACT OF THE BILL ON STATE AID TO SUBDIVISIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 1, Chapter 7, Title 2 of the 1976 Code is amended by adding:
"Section 2-7-76. A bill or resolution affecting state aid to political subdivisions, when reported by a committee of the House of Representatives or the Senate, must have attached to it an impact statement prepared by the State Budget Division detailing the impact of the bill or resolution on state aid to political subdivisions."
SECTION 2. This act takes effect upon approval by the Governor.
