TO COMMEND FRED P. BRINKMAN FOR HIS SERVICE TO THE STATE OF SOUTH CAROLINA AS EXECUTIVE DIRECTOR OF THE DEPARTMENT OF PARKS, RECREATION AND TOURISM SINCE 1973.
Whereas, Fred P. Brinkman has announced that he will retire on December 31, 1991, as Executive Director of the South Carolina Department of Parks, Recreation and Tourism, a position that he has held since 1973; and
Whereas, under the leadership of Mr. Brinkman, the department has added more than twenty-three thousand acres of land to the natural and scenic areas of the state parks system and has implemented strong measures to protect the resources of the parks and, at the same time, has instituted environmental education activities throughout the system; and
Whereas, Mr. Brinkman has made exceptional accomplishments in establishing a statewide network of assistance, both financial and technical, for counties and cities to encourage the acquisition and development of facilities to provide local parks and playgrounds and greenspace for the citizens of South Carolina; and
Whereas, because of the instigation of Mr. Brinkman, the Parks, Recreation and Tourism Commission has created a Division of Community Development whose mission it is to expand the economic benefits of travel and tourism to all areas of the state and especially to the rural communities and small towns; and
Whereas, South Carolina's anti-litter "Clean and Beautiful" efforts, operating through county committees and in cooperation with Adopt-A-Highway activities as they have spread across the State, have received rapidly growing public support during the years of direction by Mr. Brinkman; and
Whereas, the tourism and travel industry of South Carolina has flourished since 1973, with an annual economic impact soaring by one hundred fifty percent to a current level five billion dollars in spending by tourists that supports nearly one hundred five thousand jobs and provides tax revenues for state and local governments because of successful marketing efforts by Fred Brinkman to establish South Carolina as a leading vacation destination for Americans and for visitors from other countries. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly commend Fred P. Brinkman for his service to the State of South Carolina as Executive Director of the Department of Parks, Recreation and Tourism since 1973.
Be it further resolved that a copy of this resolution be forwarded to Mr Brinkman.
