TO APPROVE REGULATIONS OF THE SOUTH CAROLINA MINING COUNCIL, RELATING TO SOUTH CAROLINA MINING ACT REGULATIONS, DESIGNATED AS REGULATION DOCUMENT NUMBER 1441, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the South Carolina Mining Council, relating to South Carolina Mining Act regulations, designated as Regulation Document Number 1441, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
SUMMARY AS SUBMITTED BY PROMULGATING AGENCY.
The South Carolina Mining Council proposes for adoption by the General Assembly the following regulations providing for the administration and implementation of the South Carolina Mining Act, Section 48-20-10, et. seq. of the 1976 South Carolina Code of Laws. The proposed regulations will govern the procedures for applications for mining permits, approval of applications for mining permits and reclamation plans, public notice requirements, terms and conditions of mining permits, inspections of mines, public hearing procedures, appeal of mining permit decisions, minimum standards for environmental protection and land reclamation and mining permit application fees.
