TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-220 SO AS TO PROVIDE THAT A FUGITIVE FROM JUSTICE MAY NOT TESTIFY BEFORE A LEGISLATIVE COMMITTEE, STATE BOARD, OR STATE COMMISSION ON THE SUBJECT OF PROPOSED OR PENDING LEGISLATION OR ADMINISTRATIVE ACTION EXCEPT PURSUANT TO REQUEST OR ORDER AND TO PROVIDE THAT A FUGITIVE FROM JUSTICE MAY NOT REGISTER AS A LOBBYIST.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 1, Title 1 of the 1976 Code is amended by adding:
"Section 2-1-220. (A) A person who is a fugitive from justice may not testify before a legislative committee, state board, or state commission on the subject of proposed or pending legislation or administrative action except at the request or order of the committee, board, or commission.
(B) A person who is a fugitive from justice may not register as a lobbyist."
SECTION 2. This act takes effect upon approval by the Governor.
