Lt. Governor Theodore introduced Hank Martin as follows:
"Today we have an individual who sang for President Bush when he visited Shaw Air Force Base, an individual who composed, wrote and sang 'Carolina On My Mind.' Hank lives in Nashville, Tennessee now and is in the music business writing songs. He is an outstanding individual, one whom South Carolina is very proud. He formerly was involved with the Carolina group, Second Nature. It gives me a great deal of pleasure to introduce to you at this time for a song performance. He also has with him today, Max Rush, a county assessor from Kershaw County. Max was a member of Second Nature, too, some years ago. His mother is also here, too, Mrs. H.D. Martin, Jr., who lives in Sumter, a sister, Ann Smith of Sumter and James Smith of Columbia."
Mr. Hank Martin, a native South Carolinian, then performed for the Joint Assembly.
Lt. Governor Theodore introduced Governor Campbell as follows:
"Members of the Joint Assembly, guests...It is indeed a pleasure for me to introduce to you for the presentation of our guest of honor today, the Honorable Governor of our State, Carroll A. Campbell, Jr."
Governor Campbell introduced our special guest as follows:
"Mr. President, Mr. Speaker, ladies and gentlemen of the General Assembly...We are here today to show our appreciation and pride, not only in our guests and guest speaker, but in the men and women of South Carolina who served during Operation Desert Shield and Storm and indeed in the men and women who wear the uniform whether they were called to service or not, but stood ready to serve had they been called. We are proud of our reserve and our guard units and we are proud of our regular forces. We are extremely proud of the three members of the General Assembly who were called and served during Operation Desert Shield and Storm, Senator Phil Leventis, Senator Mike Mullinax and Representative Jim Harrison. They all acquitted themselves extremely well and I think South Carolina and this General Assembly can be proud of the contributions of its members. But, Mr. President and Mr. Speaker, I have a rare privilege today and that is to introduce to this legislature someone who has provided the global community a glimpse into America's defense capabilities. Today, I have the honor of introducing just such a man. Lt. General Charles A. Horner is well known throughout the military community for his devotion to duty. He has logged more than 4000 hours in the seat of a jet fighter with over 100 combat missions in Vietnam. If you would like to get a prospective of what that means, I encourage you to ask some of the former combat pilots who serve in this Assembly or state government such as Senators John Drummond, Phil Leventis, Representatives B.L. Hendricks, Joe Wilder or Treasurer Grady Patterson. They can tell you. General Horner was thrust into the international theater most recently as commander of nine allied air forces as well as all American Marine, Naval, Army and Air Force aviation assets. Indeed, the entire brain thrust, and Phil Leventis has always reminded me that the brain thrust of the Air Command comes from Sumter, South Carolina. A number of those people are here with us today and I would like to recognize them and welcome them, Major General Thomas R. Olson, Vice-Commander of the 9th Air Force, Colonel George L. Getchel, Chief of Staff of the 9th Air Force, Colonel Robert W. Hiley, Assistant Director of Operational Plans, Colonel William M. Rider, Deputy Chief of Staff of Logistics, Colonel William C. Hubbard, Assistant Deputy Chief of Staff of Intelligence and Colonel Buford R. Whitt, Deputy Chief of Staff of Communications and Computer Systems, accompanied by an escort officer, Captain Tom Bark. I would ask you to welcome them. But, during this conflict, General Horner directed the destruction of the sixth largest Air Force in the world and the fourth largest Army in the world and in doing so, he was instrumental in reminding global powers that if you mess with the United States of America, you will get your clock cleaned and they did a job. I can tell you that his efforts in the Middle East did more than that. They reminded Americans that this truly is the land of the free and the home of the brave. We needed to be reminded of what the American flag stands for and I can tell you that the men and women that served in the Persian Gulf in that conflict reminded us what it stands for. We can thank them, those that served and continue to serve in the Middle East, for the reminder. I am proud to say that General Horner is well known to South Carolinians because under his leadership Shaw Air Force Base continues to be a vital element in our national defense, but of equal importance to us in this State is the fact that the men and women continue to be a vital element of the Sumter community. They are involved in everything from Little League to local government and they are involved because General Horner encourages involvement. At this time, I have the distinct privilege and high honor to present to the Joint Session of the South Carolina General Assembly, the Commander of the 9th Air Force and United States Central Command Forces, Lt. General Chuck Horner."
Lt. General Charles A. Horner addressed the Joint Assembly as follows:
"Thanks, and if this were my headquarters, I would say sit down and we would all hit the chairs. Thank you so much Governor Campbell, Mr. President, Mr. Speaker, fellow citizens of South Carolina...It is an honor for me to be here that I cannot express to you. You take it for granted being up here and being in this Assembly, but for me, this is a tremendous honor, for a kid that grew up in Iowa on a farm to be honored in this way. I can only accept that I pass it on to the 55,000 men and women of the United Air Force and the 250,000 who served in the Middle East. It is their glory, their honor and their victory. I was fortunate enough to be a part of it. I appreciate you honoring them. South Carolina has a special reason to be proud about Desert Storm and Desert Shield because certainly from the Air Force standpoint, you were central in what went on over there. It was a land, sea and air campaign in every respect integrated under General Schwarzkopf and guided masterfully by the President of the United States and the Secretary of Defense. All of us in America owe those people a tremendous tribute for the way that they allowed us in the trenches to do our job. I had the force from Myrtle Beach there with their A-10's. Shaw had an F-16 Wing, my headquarters and of course, Charleston got us all there and kept us alive. That was the central hub for our logistics support. Also, we had an outfit from down the road who happens to be the world's champion gunning outfit, called McEntire Air Guard, or the Swamp Foxes. Alot of folks will try and hang and throw the word hero around, but I am going to tell you what a hero is. A hero is a person who goes to war and has to fight fear to do courageous things. It is pretty easy for one of the young fighter pilots in the Air Force who really doesn't know very much and thinks he is going to live forever to get in one of those jets and streak off and have people shoot alot of guns at him. But, when you are as old as Phil Leventis, and you have a beautiful wife like he does and a wonderful family, and you are not exactly impoverished, then to go and serve your country and lay your life on the line the way he did, then that is my definition of a hero. Right now, I have set a personal goal to make sure that the people who have to go to war again and I have no doubt that there will be another one, it always seems to come around, will be equipped as well and have their forces trained as well as I had at my disposal. It is so important and I am going around stumping for programs like the B-2 and the Space Defense against Bolistic Missiles and I look to South Carolina for support there because you have tremendous leadership in our national Congress, both on the House and the Senate Armed Services Committee, so any help you can give me there, I would appreciate it, because I want that guy who has my job next time to have all the advantages that I had because it means American lives and it is worth the payment. The most difficult thing that we all faced over there was the family separation. Nine months away from my wife was tough. We all felt that way. The thing, of course, was the support that we got from the people of the United States. I have never seen anything like it. And I have never experienced anything like it, but it was the most wonderful feeling. I was talking to a group at Sumter the other day and I said I know that God answers prayer. I don't know how he does it, but I know he does, because the toughest thing we faced was that family separation and worrying about our families back here and what happened was the most tremendous outbreak of care, love and goodwill from all of you to all of our families and I cannot thank you enough for that. God bless you all. I guess the thing that we need to keep in mind is that we still have forces over there and it is tough for them because it is 120 degrees and it is hot and it is humid and it is a miserable place to be. So now, we all have the duty to try and get those folks home as soon as we possibly can. I will work towards that and General Marchant has also been very supportive on getting our reserves forces back. We all came away from this, I think now, after being back in the States with a new sense of pride in America. I think that is appropriate because the fight we fought over there was a just fight and you can only stand by and watch murder and rape occur for so long without taking the field. It does not mean that I love war, I hate it. I think we all feel that way. As Khalic Bensiltahn said, he was the head of the Islamic Forces, if there has to be super power, thank God it's America. I think that is exactly right on the mark. I guess the thing that we can draw from this is the ability of this nation to focus and to bring itself to bear our problems and there is no reason that this nation needs to have other problems such as education or welfare or our general populus or health or things of that nature. The skill that we brought to bear in the desert certainly can be brought to bear in the Congresses, in the Senates, in the Assemblies, in the State Houses throughout our great nation. So, I ask God's blessing on you as you attend to those duties as I know that you will succeed. South Carolina has to be a model for the rest of the country. The thing that I brought back from there was two things, a rededication to my own personal life, my family, my wife. It was tough for her. We are not going to take this experience and let it slip away from our grasp. I recommend that to each of you. The second thing is how beautiful our nation is, the people and where we live. I was out in Chicago at a family reunion and it started raining and everybody started complaining and I said, that you ought to glory in this rain. It is a beautiful thing and being on a green golf course is a beautiful thing. So everyday, when I get up and I look out at America, I remember what it is. I think those that were deployed will tell you this, that the problem you face if you went through this ordeal and you came back and it seemed like it never happened, it was such a distasteful experience in many ways. It just slips away. I am sure those that fought in WWII, Korean and Vietnam would also tend to recognize that fact. But, the point we all need to keep in mind is that we do live in a great nation and particularly our young people and we have a good nation and we can be so proud of that. We should everyday remind ourselves of that and not let our troubles become counts on our worries. Take the high road and the positive road and I am doing it everyday. It does make a difference. So, again, I want to thank you for letting me come before you for honoring the people who made it happen and for the ones who are not here and the ones who need to come home and the ones who will never come home. Thank you so much for what you did for our families and for our support. I truly feel that this is a victory for all of us and we all did it for America. Thank you so much."
Governor Campbell presented General Horner with the Order of the Palmetto.
Hank Martin then performed for the Joint Assembly.

Upon the conclusion of his address, Lieutenant General Charles A. Horner and his escort party retired from the Chamber.

Rep. KEYSERLING nominated Helen C. Harvey as follows:
"I want you to know something about the newest member of the USC Board of Trustees...It is my great pleasure to place the name of Helen C. Harvey for trustee of the University of South Carolina from the 14th district. Helen's connections with the University go back many years. As a student there, she was the first recipient of the McKissick Scholarship. One of the criteria of the scholarship is future service to the State of South Carolina. At the University, Helen was an active leader, she graduated magna cum laude and is a member of Phi Beta Kappa. She is married to W. Brantley Harvey, Jr. of Beaufort. She became a full time mother of five children after a short teaching career and was a great helpmate to Brantley and his political career as a legislator and lieutenant governor. She continued to demonstrate his leadership through her many civic and educational activities, president of Historic Beaufort Foundation, advisor to the National Trust for Historic Preservation, South Carolina Mother of the Year Committee. Helen is a working realtor, co-owner of the Lowcountry Realty in Beaufort. She still finds time to serve her beloved University. She is presently chairman of the Beaufort County Commission on Higher Education, the governing body of USC-Beaufort, and serves on the partnership board of USC School of Medicine. She also was the president of the University Alumni Association. Although a native South Carolinian, steeped in the traditions of our State and university, Helen will not be parochial in her service as a trustee. She brings a broad perspective as a result of service on many national boards. I place in nomination for continued service to the University as trustee, Helen Harvey."

Senator Giese nominated Nathaniel Abraham, Sr. as follows:
"Mr. President...It is my pleasure to place in nomination the name of a friend of mine that I have known for many years. I want to tell you something about Nathaniel Abraham, Sr., the President and Chief Executive Officer of the T & N Publishing Co. I believe he will make an extraordinary addition to the Board of Trustees of South Carolina State College. He is a native of Orangeburg. He grew up in the college community and attended undergraduate school at the college. In 1963, he moved his young family from Orangeburg to Columbia to pursue a career in journalism. He started at the very bottom of his profession and today, he owns his publishing company. The Board needs someone with his business background to help set policy at the college and lead it into the 21st century. I know Mr. Abraham to be a person of even temperament. He is familiar with the working of a college family, having served in the Voorhees College Administration during a very difficult time. As chief advisor to the College's then new president, and as chief public relations officer, he set about to create a new positive image for the college. The effort was so successful that the college enrollment skyrocketed from some 400 to over 1000 in a period of a few years. He has the ability to deal with people and with problems and still maintained the kind of humility and dignity rare to someone who has attained his level of success. He truly wants to serve. Many who hold degrees from the college want him to serve including the National Alumni President, Audry Quick Tyler. I know that all of you want the very best to serve on the Board of Trustees and that is why I stand before you today proudly nominating Nathaniel Abraham, Sr. and I ask that you vote for him. Thank you."

Rep. INABINETT nominated Arnold Collins as follows:
"Mr. Speaker, members of the Senate and House, other distinguished guests...It is my privilege and great pleasure to put in nomination the name of Arnold Collins to serve on the South Carolina State College Board of Trustees. Some years ago, a young man that had just finished college said to an elder statesman who had been quite successful in business, 'Will you tell me sir what you attribute your success to?' and he said, 'sell your wrist watch and buy an alarm clock.' I say to you ladies and gentlemen that Mr. Collins is a man that has been keenly aware of time and responsibility for a long time. He has served in a number of capacities and with excellence in each. He has exemplified honesty, integrity, positive leadership and efficient and effective performance in the exercise in all of his responsibilities on all levels. He is former chairman of the Finance Committee when he served previously as a member of the Board of Trustees of South Carolina State College. He served 15 years in Charleston with C & S Bank where he was Vice President and loan officer. He has worked and owned his own businesses. He is a former employee of the State Development Board leaving that agency to become director of the Charleston County Human Services Commission. Arnold assumes full responsibility and fulfills his obligation to civic and social and religious organizations. His concern for education is not only at the college level, his concerns are demonstrated in the Charleston area where he works with local high school youth at risk. I say to you now that I have known him for a number of years and I pledge to you as he has done in the past in the many endeavors that he has been a part of doing an excellent job, he will do that when you return him to the South Carolina State College Board of Trustees. I ask you to join me and others today and vote to return Mr. Arnold Collins to the Board of Trustees. Thank you."

"Mr. Speaker, members of the Joint Assembly...It is always an extreme honor and privilege to address a Joint Assembly. I have had an opportunity up here in the years that I have been here to nominate some distinguished and fine individuals. The young man that I am going to nominate today equally is distinguished. He is equally committed to the office that he seeks to make it the college which I hope soon will be a University down in Orangeburg, which I am a member of that delegation, to make it truly the fine institution that it can be. We have seen South Carolina State College grow and become a very important part of the educational community of South Carolina and the southeast and even the United States. He will help continue the momentum and the direction that will take it into the 21st century with that commitment of excellence. He grew up two blocks from the campus. He was educated in Orangeburg where he still lives. He graduated from South Carolina State College in 1983 and went on to get his masters in 1986. He has lived in the Orangeburg community and has been a very active person and I could name the organizations down there innumerable. He is an outstanding church person. He goes to St. Paul Baptist Church, where he serves on the trustee board. He continues his relationship with South Carolina State College in being a life member of the Alumnus and he seeks to culminate a dream and become a trustee. He is a family man. He is here today with his wife and mother and he has two sons. He is an honorable fine businessman and he will bring true business background to the Board, but he will also bring something else. He runs the Office of Rural Improvement and the Small and Minority Business Administration Assistance Division in the Governor's office. So, he will bring an acute knowledge of the political system which will be very beneficial to the College. I met him in an unusual way. He was campaigning several years for an opponent of mine and he became a friend of mine after that campaign. He did it honorably and he did it well. I recognized immediately that this was a young man that I wanted to get to know. I can tell you that he has been a honorable person to work with. He is very fair and forthright. I have no reservations about what he will do except that he will do an outstanding job. I nominate Stephon Edwards for the State College Trustee Board."

He made history when he became one of the first blacks elected to the South Carolina House of Representatives since reconstruction. As a representative from Richland County, he earned a reputation as being a creative, assertive and effective leader for his strong advocacy of issues instrumental to the improvement of the quality of life for all South Carolinians. Since leaving the General Assembly, he has continued to be actively involved in community, civic and educational projects. I.S. Leevy Johnson is a family man with a vested interest in the educational well being of this state. He has also distinguished himself as a well known trial lawyer and legal scholar. As a trustee, he has worked diligently to keep the College in the frontrunning of higher learning institution. Having I.S. "Mr. President, Mr. Speaker, and members of this Joint Assembly...It is my honor and privilege to place in nomination for the office of Associate Justice of the Supreme Court of South Carolina, the name of James E. Moore, a person that I have known for thirty years and who is uniquely qualified for this important position. Judge Moore obtained his undergraduate degree from Duke University and his juris doctorate degree from the Duke University School of Law. Returning to his home in Greenwood, he entered a very active and successful practice of law. His practice carried him into every court of this State, from the Magistrate and Municipal Courts to the Family Court, the Circuit Court, the Supreme Court and into the United States District Court. His early ingrained work ethic was exemplified in his consistently being well-prepared on both law and the facts. During this same period, Judge Moore was elected to the General Assembly, where he served for a period of eight years. In this body, he exhibited a genuine concern for the welfare of the people of our State. He was ever-ready to do yeoman's work on committees after hours and served as Vice-Chairman of the Judiciary Committee. He was Chairman of the Criminal Laws Subcommittee and was always genuine in his friendship and respect for his fellow members. In 1976, Jim Moore was unanimously elected Judge of the Eighth Judicial Circuit. During his fifteen years on the Circuit Bench, he has been elected and is presently President of the South Carolina Association of Circuit Judges, Chairman of the Advisory Committee of the Circuit Court Judges, Vice-Chairman of the Board of Commissioners on Judicial Standards, a member of the Ad Hoc Committee on the South Carolina Rules of Civil Procedure and member of the Executive Committee of the National Conference of State Trial Judges. He has held both civil and criminal terms of court in the counties throughout the State of South Carolina. During his tenure on the bench, Judge Moore has seen, understood and appreciated the roles and positions of the members of the bar, jurors, witnesses, defendants, other parties, and court personnel. In carrying out his duties, he has always been courteous, kind and understanding to each of these individually in their respective capacity. As a jurist, he has been extremely patient, completely fair and has handled the power of his position with an abundance of humility. This man has an overwhelming motivation to seek the truth. He has the perseverance and the industry to work to find the truth. And, above all, once he is convinced of the truth, he has the courage of his convictions to stand by it even against overwhelming odds. In search of candidates for the Judiciary, South Carolinians want good human beings, filled with humanity, common sense, judgement, and humility. Humanity is probably the most important virtue: that capacity to feel and to understand the problems of people; to know about human frailty, including one's own. We seek these virtues because we seek a judiciary inherently capable of caring for people. It may well be that our only guarantee of justice is a judge's character, quality and humanity - and the values he brings to his office. Jim Moore long ago came to recognize his obligation to serve the public, to dedicate his many talents to the larger public purpose, his public service has been characterized by the utmost integrity, competence and good spirit. Jim Moore's legal career, his legislative career, his judicial career and his private life has been a veritable model of integrity and dedication to duty and responsibility. He is married to a beautiful lady - the former Mary Deadwyler of Six Mile, and they have two wonderful children, Erin and Travis. Mary and Travis and Judge Moore's brothers, Carroll and Ralph, and other family members are here with us today. Also, with them is another former member of this Body who is associated with Judge Moore and was solicitor for over 32 years, William T. Jones. Fellow members of this Joint Assembly, I consider this a rare privilege, to be afforded the opportunity to place in nomination the name of one of the finest gentlemen I've ever known. Mr. President, I place in nomination for the office of Associate Justice of the Supreme Court of South Carolina the name of James E. Moore."

I have known John for quite some time. He was my desk mate when I arrived here some ten years ago. He, however, ascended to the Senate and has done well as he represented and served the people of York County. It is a pleasure and an honor to have the privilege of nominating him today. You ought to know a little something about him. One thing that you can be assured of as he approaches the bench, is that you can expect from him capable, sensitive and fair decisions which are attributes for one to have to ascend to a judgeship. John is a graduate of the University of South Carolina. He completed his studies in law at the University. He served as law clerk to Chief Justice Moss. He served on the Executive Committee for the South Carolina Defense Attorney's Association, Solicitor for the city of Rock Hill, the South Carolina Law Review, the Supreme Court Board of Commissioners on Grievances and Discipline, a member of the County and American Bar Associations. He serves on the Executive Committee of the South Carolina Bar, the Young Lawyers Association and the Law School Board, the County Young Lawyer's Club as Vice President in 1975 and President in 1976. You can expect quality service from John. He has with him today - his mother is here, Francis Rippelmeyer Hayes. I can recall when John was campaigning for office and someone who was to consider voting for him asked me about him. My response was that I don't believe that I know John very well, but I know his mother and if he is anything like his mother, whom I have known for years, then you can vote for John with confidence. We would like her to stand. Another special guest in the balcony is his uncle, Mr. Billy Hayes, a retired attorney. He served with distinction in the South Carolina House in the early 50's and practiced with Hayes and Hayes and the other Hayes in the firm was Representative Wes Hayes' father who was the first judge to serve in the Sixteenth Judicial Circuit as a resident judge. Other guests would be his son, John IV, and the rest of the family and guest. Please be recognized at this time. Whereupon, the President announced that William Otis Doolittle was duly elected for the term prescribed by law.
The purposes of the Joint Assembly having been accomplished, the President announced that under the terms of the Concurrent Resolution the Joint Assembly would recede from business.
The Senate accordingly retired to its Chamber.
