Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
Make us, Lord, to never take our eyes off Your glory and greatness, or to let our paths detour from Your way for when we so do our lives are diminished, our horizons narrowed and aims minimized. Forbid that we should be cowardly when we should be courageous, confused when we ought to be calm, fickle when we should be faithful. Keep us strong in the Lord and in the power of His might, for You are God forever Who will guide us all our days. Inspire us to live in calmness and confidence, in patience and perseverance, ever aware of Your presence which never fails, forgets or forsakes.
Keep clear in our hearing the words of the Psalmist: "The Lord is the Strength of my life" (Psalm 27:1). Amen.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

Alexander and McTeer: A BILL TO AMEND SECTION 48-23-295, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO FORESTRY SERVICES AVAILABLE TO LANDOWNERS, STATE AGENCIES, COUNTIES, AND MUNICIPALITIES, SO AS TO INCLUDE PROCESSING FOREST TREE SEED, PROVIDE FOR RECEIPTS FROM RELATED ACTIVITIES AND RENTALS TO BE RETAINED BY THE FORESTRY COMMISSION INSTEAD OF DEPOSITED IN THE GENERAL FUND, AND AUTHORIZE THE COMMISSION TO CARRY FORWARD UNEXPENDED FUNDS.
