WESTMORLAND A SPECIAL LICENSE PLATE PURSUANT TO ARTICLE 43, CHAPTER 3 OF TILE 56 OF THE CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO RETIRED MEMBERS OF THE UNITED STATES ARMED FORCES, SO AS TO HONOR GENERAL WESTMORLAND BY ISSUING HIM THE SPECIAL LICENSE PLATE WITH THE WORDS "U.S. ARMED SERVICES, RETIRED" WHICH DISPLAYS THE NUMBER "1".
