The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

Section 2. Any person elected or appointed to serve, or serving, as a member of any public board, commission, or committee to represent a congressional district, shall continue to be elected from and serve from and represent the congressional districts as established and contained in Section 7-19-40 of the 1976 Code until such time as the General Assembly may by law provide otherwise.

Section 3. Section 7-19-40 of the 1976 Code is repealed, provided that until the members of the United States House of Representatives elected in the 1992 general election from the districts enumerated in Section 7-19-45 of the 1976 Code qualify and take office, the districts contained in Section 7-19-40 of the 1976 Code herein repealed continue to apply for the purposes of vacancies in office for members of the United States House of Representatives.

Section 4. Upon the effective date of this act and pursuant to 28 C.F.R. Section 51.23, the South Carolina Senate is designated the submitting authority to make the required submission to the United States Department of Justice under Section 5 of the Voting Rights Act, as amended, 42 U.S.C. Section 1973a, of the Congressional reapportionment plan set forth in this act.

Section 5. This act takes effect upon approval of the Governor.
