The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the ACTING PRESIDENT, Senator PATTERSON.
The following House Bill was read the third time, passed and ordered returned to the House with amendments:
H. 3836 -- Rep. Wilkins: A BILL TO AMEND SECTION 7-19-40, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO CONGRESSIONAL DISTRICTS, SO AS TO REAPPORTION AND FURTHER PROVIDE FOR THE COMPOSITION OF THE DISTRICTS IN ACCORDANCE WITH THE UNITED STATES CENSUS OF 1990.

By prior motion, Senators LEVENTIS and MACAULAY desired to be recorded as voting against third reading of the Bill.
I voted "no" because the Congressional Plan unnecessarily divides county lines and communities of interest solely to protect incumbents. The voter confusion over split lines should be minimized and county lines maintained when possible.
At 11:15 A.M., on motion of Senator SHEALY, the Senate adjourned to meet next Tuesday, February 4, 1992, at 12:00 Noon.
