The Senate assembled at 11:00 A.M., the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, be encouraged by the words of the Psalmist in Psalm 37 (v.23):

"The steps of a good man are ordered by the Lord, and he establishes him in whose way he delights;"

Holy Father, You are the Almighty God, the Creator of all that exists. You set up the laws by which the universe operates. For man's good You are the great Lawgiver... who revealed Yourself to some degree to Moses on Mount Sinai... but also revealed Yourself as the Lord of compassion in the Man of Galilee.

We cherish in our hearts the hopes and longings of our people in whom are enshrined the dreams and yearnings of our generation.

Help us to realize each day the overarching of Your kindly providence.

Help us to seek goodness before we try for greatness.

Help us to remember each day Him who said, "He that is greatest... is the servant of all".

Waites and Kinon: AN ACT TO AMEND SECTION 27-18-140, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE HOLDING OF INTANGIBLE PROPERTY FOR THE OWNER BY A COURT, STATE, OR OTHER GOVERNMENT, SO AS TO INCREASE FROM ONE TO FIVE YEARS THE HOLDING TIME FOR PROPERTY BEFORE IT IS DECLARED ABANDONED; AND TO REPEAL SECTION 4-11-90 RELATING TO THE REQUIREMENT THAT COUNTY OFFICERS PAY CERTAIN UNCLAIMED FUNDS TO COUNTY TREASURERS.

(R277) H. 4042 -- Rep. Holt: AN ACT TO AMEND ACT 440 OF 1949, AS AMENDED, RELATING TO THE ST. PAUL'S FIRE COMMISSION IN CHARLESTON COUNTY, SO AS TO PROVIDE FOR FOUR YEAR TERMS FOR ITS MEMBERS AND DESIGNATE THE AREAS FROM WHICH MEMBERS MUST BE APPOINTED, TO PROVIDE THAT THE TERMS OF CURRENT COMMISSIONERS END WHEN THEIR SUCCESSORS APPOINTED IN 1992 TAKE OFFICE, TO STAGGER THE TERMS OF COMMISSION MEMBERS, AND TO PROVIDE THAT FORMER COMMISSIONERS MAY BE APPOINTED TO THE RECONSTITUTED COMMISSION.

Altman: AN ACT TO AMEND SECTION 56-3-1950, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEFINITIONS FOR PARKING FOR HANDICAPPED PERSON, SO AS TO PROVIDE THAT A LICENSED PHYSICIAN SHALL CERTIFY DISABILITY UNLESS THE APPLICANT IS AN AGENCY OR ORGANIZATION COMPLYING WITH SECTION 56-3-1910.

Whereas, there exists the distinct possibility that the National Medal of Honor Museum will relocate to the Patriots Point Naval and Maritime Museum in Charleston Harbor; and

Whereas, many South Carolinians are enthusiastically in favor of such a move and the Governor has been foremost among them; and

Whereas, as the Governor has eloquently stated:
"The people of South Carolina have a strong and proud tradition of military service and deep respect for American military history. The numerous military installations, a significant retired population, and a substantial number of visitors to South Carolina would bode well for a military history museum. Last year [1990], nearly 300,000 persons visited Patriots Point and the many young people that visit would benefit from the Medal of Honor Society's Education Center.
The relocation of the Medal of Honor Museum to historic Patriots Point would be entirely fitting with the continuing tradition that the National Medal of Honor Society has upheld in honoring those who have shown bravery and courage in battle, many giving `...that last full measure of devotion' -- their lives."; and

Whereas, in order to obtain this very favorable and beneficial relocation of the Medal of Honor Society's national headquarters, museum, and library to the Palmetto State, the State of South Carolina must present to the Medal of Honor Society a comprehensive public and private package of incentives and must work very hard to entice the society to hold its 1993 convention in Charleston; and

Whereas, if the Medal of Honor Society does decide to locate in South Carolina, its presence would provide the State: (1) international and national prestige and recognition; (2) economic benefits for tourism; and (3) definite educational benefits from the society's different educational programs and involvement in the educational system; and

Whereas, the State's involvement in the package of incentives would include the following: (1) location of the National Medal of Honor Museum on the deck of the U.S.S. Yorktown at Patriots Point Naval and Maritime Museum; (2) one hundred ten thousand dollars to be provided by Patriots Point Development Authority as a grant to fund moving costs, the construction of displays, museum construction, and office expenses associated with the move; (3) state employment of the Medal of Honor Society Museum director; (4) the Department of Parks, Recreation and Tourism to provide funding of at least ten thousand dollars per year for the necessary advertising of the museum for five years; (5) ETV to be involved in educational programs of the Medal of Honor Society; (6) a Department of Education-sponsored letter-writing campaign and involvement in the 1993 Medal of Honor Society convention; (7) The Citadel to house the Congressional Medal of Honor Society Library; and (8) the Division of General Services of the Budget and Control Board to restructure payment of the balance of the loan authorized in Act 623 of 1990 for a five-year period without the payment of interest (Act 623 of 1990 is the joint resolution authorizing Patriots Point Development Authority to borrow not more than two hundred ten thousand dollars from the State Budget and Control Board state-owned property rent account and providing repayment terms); and

Whereas, the relocation of the National Medal of Honor Museum to Patriots Point Naval and Maritime Museum is a realistic goal which would be of enormous benefit to the State and which requires various state agencies pulling and working together in a concerted effort to make it happen. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution: (1) supports and encourages, in the strongest possible terms, the relocation of the National Medal of Honor Museum to Patriots Point Naval and Maritime Museum in Charleston Harbor; (2) urges the Department of Parks, Recreation and Tourism, the Department of Education, the South Carolina Educational Television Network, and The Citadel to lend their support to this effort; and (3) expresses its intention that Patriots Point Development Authority use certain monies, as indicated above, to assist in these relocation costs and that the Division of General Services of the Budget and Control Board restructure payment of the balance of the loan authorized in Act 623 of 1990 for a five-year period without the payment of interest.

Be it further resolved that copies of this resolution be forwarded to the following: the Director of Patriots Point Naval and Maritime Museum; the Executive Director of the South Carolina Department of Parks, Recreation and Tourism; the State Superintendent of Education; the Chairman of the State Board of Education; the President and General Manager of the South Carolina Educational Television Network; the President of The Citadel; the Chairman of the Board of Visitors of The Citadel; the Director of Patriots Point Development Authority and the Chairman of the Development Authority's governing board; the Director of the Division of General Services; and the Executive Director and the members of the State Budget and Control Board.
