TO AMEND SECTION 7-5-150, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE TIME FOR CLOSING VOTER REGISTRATION BOOKS, SO AS TO PROVIDE FOR REGISTRATION ON ELECTION DAY; AND TO REPEAL SECTION 7-5-180 RELATING TO THE PROCEDURE FOR REGISTRATION WHEN QUALIFICATION IS COMPLETED AFTER CLOSING OF THE BOOKS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 7-5-150 of the 1976 Code is amended to read:
"Section 7-5-150. (A) The registration books shall must be closed thirty days before each:
(1) an election, but only as to for that election or any a second race or runoff resulting from that election, and shall remain closed until such the election shall have has taken place, anything in this article to the contrary notwithstanding; provided, that the registration books shall be closed thirty days before;
(2) the June primary and shall remain closed until after the second primary and shall likewise be closed thirty days before;
(3) the November general election. They shall thereafter be opened from time to time in accordance with the provisions of this article. Such persons as shall become of age during any such period of thirty days shall be entitled to registration before the closing of the books if otherwise qualified.
(B) An individual who is eligible to vote and has not registered with the county board of registration either in person or by mail as prescribed by Section 7-5-155 may register on election day by appearing in person at the polling place for the precinct in which the individual maintains residence, completing the written application for registration and oath required by Section 7-5-170, and providing proof of residence. An individual may prove residence for purposes of registering by showing a driver's license or identification card issued by the South Carolina Department of Highways and Public Transportation."
SECTION 2. Section 7-5-180 of the 1976 Code is repealed.
SECTION 3. This act takes effect upon approval by the Governor.
