PROPOSING AN AMENDMENT TO SECTION 7, ARTICLE X OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO LIMITATION ON ANNUAL EXPENDITURES OF STATE GOVERNMENT, SO AS TO REQUIRE THAT FUNDS DEPOSITED IN THE STATE HIGHWAY FUND BE USED FOR THE PURPOSES FOR WHICH THEY WERE RAISED AND TO PROHIBIT STATE HIGHWAY FUNDS FROM BEING TRANSFERRED TO THE GENERAL FUND FOR GENERAL APPROPRIATIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. It is proposed that Section 7, Article X of the Constitution of this State be amended to read:
"(e) Funds raised pursuant to law and deposited into the State Highway Fund are limited to expenditures for the purposes for which they are raised. State highway funds must not be transferred to the General Fund for general appropriations."
SECTION 2. The proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed or written on the ballot:
"Must Section 7, Article X of the Constitution of this State be amended so as to provide that funds deposited to the State Highway Fund must be used for the purposes for which they are raised and must these funds be prohibited from transfer to the General Fund for general appropriations?
Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word `Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word `No'."
