TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 61-5-23 SO AS TO PROVIDE A LIMITATION ON THE ISSUANCE OF PRIVATE ORGANIZATION OR CLUB SALE AND CONSUMPTION LICENSES BY THE ALCOHOLIC BEVERAGE CONTROL COMMISSION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 61-5-23. Notwithstanding other provisions of this title, the Alcoholic Beverage Control Commission may issue an alcoholic liquor private organization or club sale and consumption license only to nonprofit private nationally or internationally affiliated business organizations or clubs with limited memberships, not open to the general public, established for social, benevolent, patriotic, recreational, or fraternal purposes. This private license must not be issued to free-standing, individual nonprofit organizations or clubs. Members and their guests of the organizations or clubs may consume alcoholic liquors sold in sealed containers of two ounces or less upon the premises of the organization or club between ten a.m. and two a.m. the following day."
SECTION 2. This act takes effect upon approval by the Governor.
