The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Lord, having just observed Presidents' Day, we have realized anew our debt of gratitude to so many in government who have gone before us. Ours is a blessed heritage because of their dedicated efforts. The torch has been handed to us and their mantle has fallen upon us. As we seize that torch and wear that mantle, guide us that the flowering idealism and dreams of the noblest may never be crushed by lack of courage, by cynicism or by fear. Make strong all who bear the privilege of public trust. Correct what is wrong, confirm what is right and lead us to a new destiny of service to our God and to our fellow being.

May we ever remain an honor both to our Country and to our Country's God. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

The event is co-sponsored by the S.C. Department of Mental Retardation's Family Advisory Council, Association for Retarded Citizens/S.C. Chapter, S.C. Down Syndrome Conference, Family Connection of S.C., Inc., Parents Reaching Out to Parents of S.C., Inc. and local county mental retardation boards. We hope each of the Representatives will take a few minutes to join us.

Emilie Theodore, wife of Lt. Governor Nick Theodore, and Carrie Davis, Miss South Carolina, will be official hosts that day. They will join the Department of Mental Retardation, its regional centers and providers in "Families First," a 25th anniversary celebration. Activities will reflect contributions of people with mental retardation and their families.

Expo 93 will be held in the lower lobby of the State House from 10:00 A.M. to 2:00 P.M. The expo is a display of services and employment demonstrated by people with mental retardation. About 40 groups will participate.

During their morning sessions, Senators and Representatives will receive special tickets. The tickets can be exchanged for T-shirts when they visit Expo 93.
