As in privilege we bow again in prayer, we thank You, Lord, that while you see us as we ought to be, You love us as we are. Make us to know that if we spent half as much time thanking God for His blessing we would have no time left to complain about our problems. We thank You for the crocus and the jonquil, a sure and certain sign that God's promise of the springtime is not far away. Make us content with our station in life, never with our achievement, and that our following God is like an airplane ride: the higher we rise, the smaller the problems on earth appear.
Lord, look with favor upon this our prayer. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
Rep. KINON moved that when the House adjourns, it adjourn in memory of Mr. Grover Gordon McLaurin, Sr., who practiced law in Dillon County for eighty-four years and died at the age of 106, which was agreed to.

Whereas, Mary McLeod Bethune founded the National Council of Negro Women (NCNW) in l935; and
Whereas, her goal was to unite Black women's social, civic, religious, and professional organizations under one principal banner as a way to confront and overcome racism, lack of opportunity, and problems in health and education which plagued the Black community; and
Whereas, today NCNW represents thirty-three affiliated organizations with a membership of over four million women, and the Council's 250 local community-based sections mobilize their own communities around specific programs based on commitment, unity, and self-reliance; and
Whereas, NCNW makes its impact felt on behalf of African-American women, children, and families every day, and the excellent work of this outstanding organization is highly deserving of recognition. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the General Assembly of the State of South Carolina, by this resolution, designates Wednesday, March 3, 1993, as "National Council of Negro Women Legislative Recognition Day" in South Carolina.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Sarah C. Leonard, State Convener, National Council of Negro Women, Inc., South Carolina State Mechanism, P.O. Box 30704, Charleston, South Carolina 29417.

Keyserling: A BILL TO AMEND SECTION 48-39-290, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO RESTRICTIONS ON CONSTRUCTION, RECONSTRUCTION, AND ALTERATIONS UNDER THE BEACH MANAGEMENT ACT, SO AS TO PROVIDE AN EXEMPTION FROM THE PROHIBITION ON NEW EROSION CONTROL STRUCTURES OR DEVICES SEAWARD OF THE SETBACK LINE.
The Agriculture, Natural Resources and Environmental Affairs Committee proposed the following Amendment No. 1 (Doc Name L:\council\legis\amend\DKA\4258AL.93), which was adopted.
Amend the bill, as and if amended, by striking SECTION 1 and inserting:
/SECTION 1. Section 48-39-290(B)(2) of the 1976 Code, as last amended by Act 607 of 1990, is further amended by adding an appropriately lettered subitem to read:
"( ) Subitem (a) does not apply to a private island with an Atlantic Ocean shoreline of twenty thousand, two hundred ten feet of which twenty thousand, ninety feet of shoreline is revetted with existing erosion control devices and one hundred twenty feet of shoreline is not revetted with existing erosion control devices. Nothing contained in this subitem makes this island eligible for beach renourishment funds."/
Amend title to conform.

Brown, Rudnick, Snow, McMahand, Byrd, Anderson, Holt, Canty, Haskins and Jaskwhich: A BILL TO AMEND SECTION 40-51-30, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE BOARD OF PODIATRY EXAMINERS SO AS TO CHANGE THE NAME OF THE BOARD TO THE BOARD OF PODIATRIC EXAMINERS, TO ADD AN ADDITIONAL MEMBER OF THE BOARD WHO MUST BE ENGAGED IN THE PRACTICE OF PODIATRY, AND TO REVISE AND FURTHER PROVIDE FOR THE QUALIFICATIONS OF MEMBERS OF THE BOARD AND FOR THE MANNER IN WHICH THE PODIATRIST MEMBERS OF THE BOARD ARE SELECTED.
The Medical, Military, Public and Municipal Affairs Committee proposed the following Amendment No. 1 (Doc Name L:\council\legis\amend\CYY\15169SD.93), which was adopted.
Amend the bill, as and if amended, by striking all after the enacting words and inserting:
/SECTION 1. Section 40-51-30 of the 1976 Code is amended to read:
"Section 40-51-30. For the purpose of carrying out the provisions of this chapter, the Governor shall appoint a Board of Podiatry Examiners, to consist of three four podiatrists, actually engaged in such this practice in the State and one consumer member. All members of the board must be residents of South Carolina. Nominations of the podiatrists for appointment to the board shall must be received by the Governor from any individual, group or association the South Carolina Board of Podiatry Examiners with all licensed active practicing podiatrists residing in this State having an opportunity to vote and being eligible to be candidates during a pre-announced election. The Governor shall appoint the consumer member from the State at large. The Governor may reject any or all of the nominees upon satisfactory showing as to the unfitness of those rejected. If the Governor declines to appoint any of the nominees submitted, additional nominees must be submitted in the same manner. The members of the board shall must be appointed by the Governor for terms of two years, respectively. The Governor may remove from office members of the Board of Podiatry Examiners for neglect of duties as required by this chapter or for malfeasance in office for unprofessional conduct. The State Board of Medical Examiners shall designate one medical doctor as a consultant to the board. The Attorney General of South Carolina shall act as is the legal advisor to the board with power to prosecute any violation of the provisions of this chapter."
SECTION 2. The election of podiatric board member nominees, as provided for in Section 40-51-30 as amended in Section 1 of this act, must be conducted for those existing podiatric board member seats as the terms of those members expire.
SECTION 3. This act takes effect upon approval by the Governor./

S. 343 -- Senator Setzler: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-20-23 SO AS TO PROVIDE THAT IN AN ASSESSMENT APPEAL OF MANUFACTURING PROPERTY WHEN THE AMOUNT IN DISPUTE EXCEEDS THIRTY PERCENT OF A SCHOOL DISTRICT'S ASSESSED VALUE AND THE APPEAL EXTENDS FOR MORE THAN TWO YEARS, THE INDEX OF TAXPAYING ABILITY FOR THE DISTRICT MUST BE COMPUTED USING THE VALUE ASSERTED BY THE TAXPAYER IN THE APPEAL.

Brown, Rudnick, Davenport, Elliott, Harwell, Hines, Byrd, Kinon, Breeland, Neal, Canty and Corning: A BILL TO AMEND SECTION 59-20-50, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE REQUIREMENTS THAT MUST BE MET REGARDING THE LEVEL OF STATE CONTRIBUTION TO EACH SCHOOL DISTRICT UNDER THE PROVISIONS OF THE EDUCATION IMPROVEMENT ACT OF 1984, SO AS TO REQUIRE THE DEPARTMENT OF EDUCATION TO DEVELOP A MINIMUM SALARY SCHEDULE WHICH MUST INCLUDE MINIMUM SALARIES FOR TEACHERS WITH ZERO TO THIRTY YEARS' EXPERIENCE AND PROVIDE THAT THIS SCHEDULE BE PHASED IN BASED ON A DETERMINATION MADE EACH YEAR IN THE ANNUAL GENERAL APPROPRIATIONS ACT.
