O God Whose blessings are without limit, make of us good stewards of what You have given us. Make plain Your truths as we know that people cannot change these truths, but these truths can change people. May we be good examples of Your teachings since not all around are good listeners, but are always impressed by what they see in the lives of others. Cause us to see courage as not the absence of fear, but as the mastery of it. Grant us wills strong enough to accomplish the best, seeing that it is often a rough road that leads to the mountaintop, and that interruptions are sometimes opportunities rather than plagues that keep us from functioning.
So be our constant Companion this day and every day. Amen.

Whereas, a new patient is added to the national patient waiting list for an organ transplant every twenty minutes; and
Whereas, thousands of lives are saved or significantly improved annually by organ and tissue transplantation; and
Whereas, increasing the number of transplantable organs and tissues would save American taxpayers millions of dollars; and
Whereas, the General Assembly of South Carolina, by appropriate legislation, has shown its interest in and support for organ and tissue donation; and
Whereas, the awareness of the American people regarding this vital subject should also be strengthened. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the General Assembly of South Carolina, by this resolution, memorializes Congress to designate the weeks beginning April 18, 1993, and April 17, 1994, as "National Organ and Tissue Donor Awareness Week" in each of these years.
Be it further resolved that the General Assembly of South Carolina requests President Bill Clinton to issue a proclamation calling upon the people of the United States to observe such weeks with appropriate programs, ceremonies, and activities.
Be it further resolved that copies of this resolution be forwarded to the President of the United States, the United States Senate; the United States House of Representatives; and all members of the South Carolina Congressional Delegation.
The Concurrent Resolution was adopted and ordered sent to the Senate.

S. 343 -- Senator Setzler: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-20-23 SO AS TO PROVIDE THAT IN AN ASSESSMENT APPEAL OF MANUFACTURING PROPERTY WHEN THE AMOUNT IN DISPUTE EXCEEDS THIRTY PERCENT OF A SCHOOL DISTRICT'S ASSESSED VALUE AND THE APPEAL EXTENDS FOR MORE THAN TWO YEARS, THE INDEX OF TAXPAYING ABILITY FOR THE DISTRICT MUST BE COMPUTED USING THE VALUE ASSERTED BY THE TAXPAYER IN THE APPEAL.

S. 378 -- Senators Rankin, Elliott and Greg Smith: A JOINT RESOLUTION TO PROVIDE FOR MAKING UP AN EDUCATION FINANCE ACT ALLOCATION UNDERPAYMENT TO A SCHOOL DISTRICT RESULTING FROM AN ERROR IN THE PREPARATION OF THE DISTRICT'S INDEX OF TAXPAYING ABILITY FOR SCHOOL YEAR 1992-93, TO REQUIRE THE UNDERPAYMENT TO BE MADE UP IN EFA DISTRIBUTIONS TO THE DISTRICT OVER THE SUCCEEDING TWO SCHOOL YEARS, TO PROVIDE FOR EFA ALLOTMENT CALCULATIONS DURING THE PAYBACK PERIOD, AND TO REQUIRE THE UNDERPAYMENT TO EXCEED TEN PERCENT FOR THE DISTRICT TO BE ELIGIBLE FOR THE MAKEUP PAYMENT.

Hodges and Cooper: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 4-9-33 SO AS TO PROVIDE THAT AN APPROPRIATION BY A COUNTY GOVERNING BODY RELATING TO POLICE PROTECTION THAT WILL RESULT IN THE REORGANIZATION, RESTRUCTURING, DUPLICATION, OR LIMITATION OF THE DUTIES AND FUNCTIONS OF THE SHERIFF'S DEPARTMENT MAY NOT TAKE EFFECT UNLESS FIRST APPROVED BY THE QUALIFIED ELECTORS OF THE COUNTY IN A REFERENDUM.
