Rep. STURKIE moved that the House recede, which was rejected.

Rep. STILLE continued speaking.

Rep. HUFF moved to table the amendment, which was agreed to.

Rep. D. SMITH moved immediate cloture on the entire matter.

POINT OF ORDER

Rep. RUDNICK raised the Point of Order that the motion to invoke cloture was out of order as you cannot invoke cloture on reapportionment legislation.

The SPEAKER questioned whether she was referring to Rule 5.19(b).

Rep. D. SMITH cited Rule 8.6.

The SPEAKER stated that Subsection b stated that Subsection a of Rule 5.19 did not apply to reapportionment and he further stated that it did not have any impact on Rule 8.6, which was the cloture rule and he overruled the Point of Order.

Rep. JENNINGS moved that the House recede for 30 minutes.
