Lord, we too, like Habakkuk are upset by the degradation of human nature. We know that You are still the sovereign God... and in Your own time You will deal with it.
Give us wisdom and the WILL to deal with it in our day, hearing Your reply to Habakkuk (2:4):
"Behold, he whose soul is not
upright in him shall fail,
But the righteous shall live by
his faith."

Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly request that all state agencies, including the Office of the Governor, pursue an economic course and construct an economic foundation for the state's economy which are based on tourism, on agriculture, on the encouragement and promotion of clean, technologically-oriented manufacturing and service enterprises, and on the attraction of retirees and the encouragement of retirement communities.
Be it further resolved that a copy of this resolution be forwarded to Governor Carroll A. Campbell, Jr., and all department heads in South Carolina State Government.

Whereas, the members of the General Assembly note that legislation pending in the United States House of Representatives and the United States Senate, introduced respectively by Representative Michael Crapo of Idaho and Senator Paul Coverdell of Georgia, would provide that any funds cut from a government program by actions of the United States Congress must be used to reduce the federal budget deficit and must not be used for any other federal spending programs; and
Whereas, this legislation could serve a useful purpose in the ongoing battle to bring federal spending under control; and
Whereas, this legislation has the support of groups representing hundreds of thousands of Americans, including Citizens Against Government Waste, Americans for Tax Reform, Citizens for a Sound Economy, National Taxpayers Union, and United We Stand America; and
Whereas, the members of the General Assembly of South Carolina who are compelled by the State Constitution and laws to operate within a system that requires balanced state budgets, believe that the legislation pending in the United States House of Representatives and United States Senate on this subject would be a useful, albeit small, step in the continuing battle to restrain the growth of federal deficit spending. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly of South Carolina, by this resolution, memorializes Congress to enact legislation providing that any funds cut from a federal program by the United States Congress must be used to reduce the federal deficit and must not be shifted to any other spending programs.

SECTION 1. It is proposed that Article X of the Constitution of this State be amended by adding an appropriately numbered section to read:
"SECTION ___. If laws enacted to conform the state income tax to provisions of the federal Internal Revenue Code result in a net increase in state income tax revenues due solely to the conforming legislation, the General Assembly shall revise the laws imposing the state income tax so as to eliminate this net increase."
SECTION 2. The proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed or written on the ballot:
"Must Article X of the Constitution of this State relating to finance and taxation be amended by adding an appropriately numbered section so as to provide that, if laws enacted to conform the state income tax to federal income tax laws result in a net increase in state income tax revenue solely due to the conforming legislation, the General Assembly shall revise the laws imposing the state income tax so as to eliminate such an increase?
Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word `Yes' and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word `No'."

S. 245 -- Senators Macaulay, Peeler, McConnell, Martin, Ford, Thomas, Williams and Leatherman: A BILL TO AMEND SECTION 38-77-280, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO COLLISION, COMPREHENSIVE, FIRE, THEFT, AND COMBINED ADDITIONAL MOTOR VEHICLE LIABILITY INSURANCE COVERAGE, SO AS TO MAKE IT OPTIONAL FOR INSURERS TO OFFER COLLISION COVERAGE AND EITHER COMPREHENSIVE OR FIRE, THEFT, AND COMBINED ADDITIONAL COVERAGE; TO PROVIDE THAT ALL INSURERS WRITING SINGLE INTEREST COLLISION COVERAGE SHALL PROVIDE AN APPLICANT FOR THIS INSURANCE WITH A CERTAIN NOTICE THAT MUST BE SIGNED BY THE APPLICANT; AND TO PROVIDE THAT ALL INSURERS SHALL SUBMIT RATE FILINGS WITHIN TWELVE MONTHS FOLLOWING THE EFFECTIVE DATE OF THIS ACT WHICH MUST REFLECT THE RATE DECREASES, IF ANY, ATTRIBUTABLE TO THE PASSAGE OF THIS ACT.

Sheheen, Snow, Rudnick and Stuart: AN ACT TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-15 SO AS TO ESTABLISH THE ELECTION DISTRICTS FROM WHICH MEMBERS OF THE HOUSE OF REPRESENTATIVES ARE ELECTED COMMENCING WITH THE 1994 GENERAL ELECTION, TO DESIGNATE THE HOUSE OF REPRESENTATIVES AS THE SUBMITTING AUTHORITY TO MAKE THE REQUIRED SUBMISSION OF THE HOUSE REAPPORTIONMENT PLAN CONTAINED IN THIS ACT TO THE UNITED STATES DEPARTMENT OF JUSTICE UNDER THE VOTING RIGHTS ACT, AND TO REPEAL SECTION 2-1-10 RELATING TO ELECTION DISTRICTS FROM WHICH MEMBERS OF THE HOUSE OF REPRESENTATIVES ARE ELECTED SUBJECT TO CERTAIN CONDITIONS.
