TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 7-5-190 SO AS TO PROVIDE A PROCEDURE FOR QUALIFYING EDUCATIONAL INSTITUTIONS TO BE VOTER REGISTRATION AGENCIES AND DEFINE "QUALIFYING EDUCATIONAL INSTITUTION".
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 7-5-190. (A) For purposes of this section `qualifying educational institution' means any public or private post-secondary educational institution receiving state financial assistance which has, as its mission, the education or training of students who are at least eighteen years of age and at which is enrolled in classes more than two hundred students.
(B) Every qualifying educational institution must provide each applicant the opportunity to register to vote or to update a voter registration record at the time the applicant enrolls, registers, or pays for classes with that qualifying educational institution. A qualifying educational institution must also provide voter registration services at other appropriate times and places, such as upon the application for financial aid, upon the issuance of student identification, and at new student orientation."
SECTION 2. This act takes effect upon approval by the Governor.
