Additional revenues available for appropriation as a result of this suspension must be used to provide a four percent salary increase for all state employees to be added to each employee's salary base. When recurring sources of revenue are available for full funding of the four percent salary increase for all state employees, the provisions of Section 11-11-140 of the 1976 Code apply in the manner provided before the effective date of this act./

The provisions of Section 11-11-140 of the 1976 Code limiting general fund appropriations in the annual general appropriations act for a fiscal year are suspended beginning with appropriations for fiscal year 1995-96. Fifty percent of the additional revenues available for appropriation as a result of this suspension must be used to provide construction of Medicaid nursing home beds and the remainder used to reduce the waiting list for community long term care clients. When recurring sources of revenue are available for full funding of these programs, the provisions of Section 11-11-140 of the 1976 Code shall apply in the manner provided before the effective date of this act./
