The House assembled at 2:00 P.M.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:
As we continue to lay the ground work for this approaching Legislative session, keep us diligent and steadfast, good Lord, in seeking and then following Your wisdom and counsel. We penitently confess that we are often without a clear vision of Your enduring values because we have allowed the windows of our lives to become opaque by our own ambitions. Amidst all the din of the world's clamor, keep our goals high, our hearts courageous, our motives pure, and most of all our trust in God undimmed.
We pray in complete confidence to our God Who is ever ready to lead all who will follow. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
On motion of Rep. WILLIAMS, with unanimous consent, the following was taken up for immediate consideration and accepted.
