The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O God our Father, help us to do unto others as we would have them to do unto us. Give us the ability to possess respect and tolerance for the views of others as we wish them to have for ours; give us the ability to understand others as we wish to be understood; give us the ability to make allowances in others as we would like them to make for us. Give us the ability to forgive others as we wish to be forgiven; give us the ability to be kind as we wish others to be kind to us.

Enable us to enter into the feelings of others that we may see things with their eyes, think things with their minds, feel things with their hearts.

In our Master's Name we pray. Amen.
