S. 1025 -- Senator Martin: A CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO TAKE THE NECESSARY STEPS TO RENAME THE NORTH FISHTRAP ROAD BRIDGE (SC 37) IN PICKENS COUNTY IN HONOR OF THE LATE SAMUEL H. LUSK.
Whereas, Samuel Lusk resided in the Crosswell Community from his birth in 1892 until his passing in 1986 and still has immediate family members living in the area; and
Whereas, his selfless service to the citizens of the Crosswell Community included twenty years service on the Crosswell School Board retiring as chairman emeritus, co-president of the PTA, and deacon of George's Creek Baptist Church; and
Whereas, he was instrumental in early infrastructure development of the community by initiating telephone and utility service to the area, planning for the expansion of the present Crosswell Elementary School, and providing the property for the National Cash Register Company to locate its facility in Liberty providing many jobs for the citizens of the area; and
Whereas, he formed his own construction company which was responsible for building many of the early bridges and roads in our State, assisted in the development of North Fishtrap Road to the current site of the new bridge, built the support structures for the railroad bridge over George's Creek and the Saluda River in the early 1900's, and built the support structures, bridges, and culverts for the new Southern Railway running through the Crosswell Community; and
Whereas, he was truly a distinguished South Carolinian who gave most generously of his time and talents to the Crosswell Community for many years, and it would be appropriate that his many contributions be recognized by renaming the new bridge on North Fishtrap Road in Easley in his honor. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly of the State of South Carolina, by this resolution, requests the Department of Transportation to take the necessary steps to rename the new bridge on North Fishtrap Road (SC 37) the Samuel H. Lusk Bridge.
Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation and presented to descendants of Mr. Lusk at the appropriate time.
The Concurrent Resolution was adopted and ordered returned to the Senate.

Whereas, the population of York County has grown over twenty percent during the past ten years and has increased over fifty percent during the past twenty years to a current total of 143,700 people; and
Whereas, the county's total estimated property valuation exceeded 173 million dollars last year; and
Whereas, gross retail sales in York County have doubled since 1987 and increased over eleven percent during the past year to an estimated 2.2 billion dollars; and
Whereas, a total of thirteen new companies, some nationally known, announced plans to locate to York County in 1995, providing a total investment over 268 million dollars; and three existing industries expanded last year for a total investment of over 175 million dollars; and
Whereas, a total of 1,213 new jobs were created in York County last year; and
Whereas, the total number of hotel rooms available for travel and tourism in York County increased over sixteen percent last year, and accommodations tax collections increased over ten percent also last year. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly recognize York County for its many accomplishments and declare February 27, 1996, "York County Day".
Be it further resolved that a copy of this resolution be forwarded to each of the six chambers in York County.

Justice Jean Toal served as a member of this Body for many years. Representative Toal was a tough, partisan politician, dedicated to her causes and responsive to her constituency, just like many of us here today. Upon her election to the Supreme Court, a transformation took place which is often for but not always found. In history there is an example of this change when King Henry II appointed his close personal friend as head of the Church of England. But, as we know, Thomas Beckett became the strongest defender of the church, and defended it with his life. Justice Toal serves a new constituency and she is dedicated to that court. The screening hearings for Justice Toal have been unequalled in severity. At times they have burned with the fire of an inquisition. The treatment by the media of every rumor and hearsay, brings to mind the old England trial by water. The Judicial Screening Committee was subjected to pressures from high and low, some personal, some professional and some political. Like our government, the system is not perfect, but it is still better than any other. To their credit, the committee did their job well. The system works. Justice Toal not only persevered and survived, but held the high ground. From this immersion into the fire and water of the hearings and media, the iron core that is the person of Jean Toal has now been forged into steel, steel that will serve the people as part of our sword of justice. She will weld that power without thought to partisan politics, gender, race, religion or station. She has the ability, the opportunity and the character to be a great justice of the Court. History will prove that Justice Toal's service will be among the strongest and sharpest part of that sound.

Whereupon, the President announced that the Honorable Robert N. Jenkins, Sr., having received a majority of the votes cast, was duly elected for the term prescribed by law.
The President announced that nominations were in order for a Family Court Judge, Fifteenth Judicial Circuit, Seat 3.
Senator McConnell, Chairman of the Joint Screening Committee, stated that the following candidate had been screened and found qualified: the Honorable H. T. Abbott, III.
On motion of Senator McConnell, nominations were closed, and with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.
Whereupon, the President announced that the Honorable H. T. Abbott, III was duly elected for the term prescribed by law.
The President announced that nominations were in order for an Administrative Law Judge, Seat 6.
Senator McConnell, Chairman of the Joint Screening Committee, stated that the following candidate had been screened and found qualified: the Honorable Ralph King Anderson, III.
On motion of Senator McConnell, nominations were closed, and with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.
Whereupon, the President announced that the Honorable Ralph King Anderson, III was duly elected for the term prescribed by law.
The purposes of the Joint Assembly having been accomplished, the President announced that under the terms of the Concurrent Resolution the Joint Assembly would recede from business.
The Senate accordingly retired to its Chamber.
At 2:20 P.M. the House resumed, the SPEAKER in the Chair.
