Almighty God, our Ruler, Guide and Judge, we thank You for the Divine Law revealed first on Sinai's Mountain top, which when obeyed bring light and life to man, but when these Ten Commandments are disobeyed bring ruin. Cause us here to walk and work hand in hand with each other, following the guidance of Your Word. If we have wavered in our devotion to our God or if our vision of higher things become dim, forgive us and restore us to the right path. We pray not only for those who make the laws, but also for those who interpret the laws, and for those who enforce the laws.
And to You, Father God, we give our praise and thanksgiving. Amen.

Rep. D. SMITH, on behalf of the Spartanburg Delegation presented to the House the Spartanburg High School Vikings Varsity Football Team, winners of the 1995 Region II AAAA Championship, their coaches and other school officials.

The following Bill was taken up.
H. 4761 -- Reps. Gamble, Koon, Knotts, Riser, Spearman and Wright: A BILL TO PROHIBIT, UNDER CERTAIN CONDITIONS, A SERVICE CHARGE, TAX, OR BUSINESS LICENSE FEE IMPOSED IN ANY AREA OF LEXINGTON COUNTY THAT HAS BEEN ANNEXED BY A MUNICIPALITY AND TO PROVIDE EXCEPTIONS.
Rep. ROGERS raised the Point of Order that the Bill had statewide impact and should not be local legislation. He further stated that it should have been referred to a committee and that the Bill provided that if any city annexed areas within Lexington County, then certain conditions would be attached. He further stated that there were cities outside of Lexington County that have territory in Lexington County and the legislation could affect those cities and any other city in the future outside of Lexington County that might propose to annex an area within Lexington County.
Rep. GAMBLE argued contra the Point in stating that the Bill did not have any impact on any property that is already incorporated by a municipality outside of Lexington County and that it only made reference to unincorporated areas in Lexington County.
Rep. ROGERS stated that if any municipal body outside of Lexington County proposed to annex in Lexington County, then the Bill would affect the activities that could be conducted by that annexing city.
Rep. GAMBLE stated that speculative type situations had never been allowed in dealing with local legislation.
The SPEAKER inquired if there had been any annexation since Jan. 1, 1996.
Rep. GAMBLE stated that there had not been any annexation since that time.
Rep. ROGERS continued to argue in stating that the Bill provided that a city in another county may not levy taxes or collect fees in an annexed portion of an adjoining county except by the permission of the adjoining County Council.
The SPEAKER stated that it could affect other counties but at this point it appeared that it affected only Lexington County. He further stated that he would research the Point and rule at a later time.
The SPEAKER stated that based on the research he had done on the precedents that he would overrule the earlier Point of Order raised by Rep. ROGERS on H. 4761.
Rep. ROGERS made the Point of Order that the Bill was improperly before the House for consideration since printed copies of the Bill have not been upon the desks of the members for one day.

All individual and group health insurance and health maintenance organization policies providing coverage for the hospitalization of a mother and her newborn child or children, if medically necessary, at the discretion of the attending physician, shall provide for the mother and her newborn child or children to remain in the hospital for a period not to exceed the second postpartum day after the vaginal delivery, not including the day of delivery, and the third postoperative day following a Caesarian Section, not including the day of surgery. Nothing in this section may be construed to prohibit the attending physician from requesting additional time or releasing the mother or her newborn child or children before the expiration time provided in this section."
SECTION 2. This act takes effect upon approval by the Governor./

/SECTION 1. Section 56-3-210 of the 1976 Code, as last amended by Act 497 of 1994, is further amended to read:
"Section 56-3-210. (A) Persons newly acquiring vehicles and owners of foreign vehicles being moved into this State and required to be registered under this chapter may have not more than forty-five days in which to register and license them.
(B) Before obtaining a motor vehicle registration and license plate pursuant to subsection (A), the following information must be displayed on the lower left corner of the rear windshield or in the space designated for the placement of a license plate containing the:
(1) motor vehicle owner's driver's license number;
(2) motor vehicle's purchase date; and
(3) date the grace period expires.
(C) Information displayed pursuant to subsection (B) must consist of letters and numbers at least two inches in height and visible for a distance of fifty feet.
(D) A person subject to the provisions contained in subsection (B) is responsible for the accuracy of the information displayed. Failure to properly display the information required in this section shall result in a fine of not more than twenty-five dollars. Display of false information shall result in a fine of not more than two hundred dollars with three-fourths of the fine to be remitted to the South Carolina Reinsurance Facility."
SECTION 2. This act takes effect upon approval by the Governor./
