The Senate assembled at 12:00 Noon, the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear words recorded by St. Matthew, Chapter 28, (vv. 8-10):

"So they left the tomb quickly with fear

and great joy, and ran to tell his disciples.

Suddenly Jesus met them and said, `GREETINGS!'

And they came to him, took hold of his

feet, and worshiped him. Then Jesus said to

them, `Do not be afraid; go and tell my

brothers to go to Galilee; there they will

see me'."
Let us pray.

God of all mystery and mercy: we thank You for the Easter message and the Easter faith in the midst of a world that is still groveling with mysteries.

Help us to believe that truth crushed to earth, or nailed to a cross, will RISE again! And that defeat, and the ditch men call the grave, is not the end of the good life.

As we return to our practical problems and decisions, renew our courage, strength, hope and determination that we may live in the "power of the resurrection," in the Name of the God of the empty cross and the empty tomb!

Amen.

This veto is based upon my belief that S. 294, R. 22 of 1995 is unconstitutional. It is clearly an act for a specific county. Article VIII, Section 7 states that "[n]o laws for a specific county shall be enacted."

For the above reason, I am returning S. 294, R. 22, without my signature.
