A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

By a combined vote of 87 to 66, the motion to waive nominating speeches was laid on the table.
Rep. Meacham moved that nominating speeches be limited to five minutes.
Senator MATTHEWS raised a Point of Order that the motion to limit nominating speeches to five minutes would require unanimous consent.
