SECTION 62 - E28 - ELECTION COMMISSION, STATE PAGE 477
1 62.1. (ELECT: County Registration Board and County Election Commission Compensation) The amounts appropriated in this section
2 for "County Registration Board Members and County Election Commissioners," shall be disbursed annually to the County Treasurer at
3 the rate of $1,000 for each member, not to exceed $10,000 per county. The County Treasurer shall use these funds only for the
4 compensation of County Registration Board Members and County Election Commissioners. Any funds not used for this purpose shall
5 be returned to the State Treasurer. These funds are exempted from mandated budget reductions. In addition, in the calculation of any
6 across the board agency base reductions mandated by the Budget and Control Board or the General Assembly, the amount of funds
7 appropriated for compensation of County Registration Board Members and County Election Commissioners shall be excluded from the
8 agency's base budget.
9 62.2. (ELECT: Elections Managers & Clerks Per Diem) Managers and clerks of state and county elections shall receive a per diem
10 of $35.00; but managers shall not be paid for more than two days for any election and clerks for not more than three days for any election.
11 The Commission may adjust the per diem of $35.00 for the managers and clerks of the statewide election to a higher level only to the extent
12 that the appropriation for the statewide election is sufficient to bear the added cost of increasing the per diem and the cost of the statewide
13 election.
14 62.3. (ELECT: Board of State Canvassers Compensation) $100.00 additional compensation per day may be paid to each member of
15 the Board of State Canvassers up to a total of 15 days that may be required for hearings held by the members of the Board of State
16 Canvassers.
17 62.4. (ELECT: Sale of Lists Revenue Carry Forward) Any revenue generated from the sale of election lists may be retained and
18 expended by the South Carolina Election Commission to reimburse the State Budget and Control Board, Division of Operations, for the
19 printing of such lists and to pay expenses of postage and shipment of these lists to electors who purchase them. After such reimbursement
20 has been made an amount, not to exceed $220,000, shall be used for non-recurring expenses in conjunction with Act 248 of 1991, the
21 Ethics, Government Accountability, and Campaign Reform Act and in conjunction with extraordinary special election and legal costs.
22 Any balance in the Sale of Lists Account on June 30, of the prior fiscal year may be carried forward and expended for the same purposes
23 during the current fiscal year.
24 62.5. (ELECT: Budget Reduction Exemption) Funds appropriated for non-recurring general and primary election expenses are
25 exempted from mandated across the board reductions. In addition, in the calculation of any across the board agency base reductions
26 mandated by the Budget and Control Board or the General Assembly, the amount of funds appropriated for non-recurring primary and
27 general election expenses shall be excluded from the agency's base budget.
28 62.6. (ELECT: Primary Election Carry Forward) Filing Fees received from candidates filing to run in statewide or special primary
29 elections may be retained and expended by the State Election Commission to pay for the conduct of primary elections. Any balance in
30 the filing fee accounts on June 30, of the prior fiscal year may be carried forward and expended for the same purposes during the current
31 fiscal year. In addition, any balance in the Primary Election Accounts on June 30, of the prior fiscal year may be carried forward and
32 expended for the same purposes during the current fiscal year.
33 62.7. (ELECT: Automated Voting Systems Carry Forward) Funds provided to the agency as state match for purchasing automated
34 voting systems shall be carried forward to be expended for the same purposes in the current fiscal year.

1 62.8. (ELECT: Training & Certification Program) All members and staff of County Boards of Voter Registration and County Election
2 Commissions will receive a common curriculum to include core courses on the duties and responsibilities of county registration boards
3 and county election commissions and electives to promote quality service and professional development. Up to $35,000 of revenue
4 generated by charging a fee to attend these courses may be retained and expended by the South Carolina Election Commission to help
5 cover the cost of providing the training. Any balance in the training and certification account on June 30, of the prior fiscal year may be
6 carried forward and expended for the same purpose during the current fiscal year.
7 62.9. (ELECT: General Election Carry Forward) Up to $200,000 in funds appropriated for the 1996 General Election may be carried
8 forward and used to help defray the costs of conducting the November 1997 Special Elections for the State Senate and the State House
9 of Representatives. Any remaining funds may be carried forward and used to help defray the costs of conducting the 1998 General
10 Election and to help in the purchase of Automated Count Absentee Voting Systems on a match basis not to exceed a total of $261,800.
