11     TO AMEND SECTION 56-3-253 OF THE 1976 CODE, RELATING TO THE ESTABLISHMENT OF BIENNIAL REGISTRATION
12     PERIODS FOR MOTOR VEHICLES, SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC SAFETY SHALL NOT
13     ISSUE A REFUND OF THE BIENNIAL REGISTRATION FEE TO A PERSON WHO HAS PAID THE FEE AND MOVES OUT
14     OF THE STATE DURING THE BIENNIAL REGISTRATION PERIOD.

16     Section 56-3-253 of the 1976 Code, as added by Act 164 of 1993, is amended by adding at the end:

18           "(C)       The department shall not issue a refund of the biennial registration fee to a person who has paid the fee and moves out of the State
19     during the biennial registration period."
