29 18.1. (ARTS: Professional Artists Contract) Where practicable, all professional artists employed by the Arts Commission in the
30 fields of music, theater, dance, literature, musical arts, craft, media arts and environmental arts shall be hired on a contractual basis as
31 independent contractors. Where such a contractual arrangement is not feasible employees in these fields may be unclassified, however, the
32 approval of their salaries shall be in accord with the provisions of Section 72.24 of this Act.
33 18.2. (ARTS: Special Revolving Account) Any income derived from Arts Commission sponsored arts events or by gift,
34 contributions, or bequest now in possession of the Arts Commission including any federal or other funds balance remaining at the end of

1 the prior fiscal year, shall be retained by the Commission and placed in a special revolving account for the Commission to use solely for the
2 purpose of supporting the programs provided herein. Any such funds shall be subject to the review procedures as set forth in Act 651 of
3 1978.
4 18.3. (ARTS: Grant Funds Equitable Disbursement) The Commission shall make every effort to disburse state and federal grant
5 funds to counties in the most equitable manner possible. Counties that have demonstrated initiative in seeking support and developing arts
6 programs are to be given consideration when funds are disbursed.
7 18.4. (ARTS: Partial Indirect Cost Waiver) The Commission is allowed to apply a 15% indirect cost rate for continuing federal grants
8 for which they must compete. The Commission shall apply the full approved negotiated rate to the Basic State Grant and any new grants
9 received by the Commission.
