29          6.1.    (ETV: Grants/Contributions Carry Forward)  The Educational Television Commission shall be permitted to carry forward any
30     funds derived from grant awards or designated contributions and any state funds necessary to match such funds, provided that these funds
31     be expended for the programs which they were originally designated.
32          6.2.    (ETV: School Reception Equipment Purchase)  Of the funds appropriated to ETV for School Services, $183,000 must be used
33     exclusively for school reception equipment supplies and maintenance.
34          6.3.    (ETV: New Facility Equipment Purchases & Renovations)  Notwithstanding any other provisions of law, the Commission, with

 1     approval by the Budget and Control Board, is allowed to sell or lease its facilities, equipment, programs, publications, and other program
 2     related materials, and funds received therefrom may be used for equipment purchases and renovations of the new facility.
 3          6.4.    (ETV: Adjacent Property Construction/Renovation)  The funds authorized for the Educational Television Commission in sub-
 4     subitem (b) of subitem (15), Section 1, of Act 638 of 1988, may also be used for the construction and renovation of properties adjacent to
 5     the state owned State-Record property.  These funds must not be spent on facilities located on the adjacent properties until they are owned
 6     by the Education Television Endowment of South Carolina and until the State has an option to acquire these properties from the
 7     Endowment for $1.00.
 8          6.5.    (ETV: Digital Satellite)  The state's digital satellite video transmission system will support public and higher education, enhance
 9     the statewide delivery of health care services, improve public service, and assist state agencies with statewide personnel training.  To
10     facilitate the achievement of these objectives, there is created a Video Resources Oversight Council composed of representatives of the
11     South Carolina Educational Television Commission, the State Department of Education, the Commission on Higher Education, the Human
12     Services Coordinating Council, and the Budget and Control Board's Division of Budget and Analyses, Office of Information Technology
13     Policy and Management.
14          6.6     (ETV:  School Technology Fund Carry Forward)  Funds transferred from the Budget and Control Board for the K-12 school
15     technology initiative may be retained and carried forward into the current fiscal year to be used for the same purpose the funds were
16     transferred.
